About the 64 bit idea, I am running the same system that worked fine for the other 3 seasons I've had the game, the same system the day before S8 went live worked fine, the same system that after patching to S8 the graphics bug appeared.

I did bring it up, and we're working on reproducing this problem in house. This is often why bugs slip through. We can test all we want, and still not end up with the exact circumstances that cause something to occur. Then, once it's sent out to thousands of people, there can be many people who happen to fit that criteria perfectly. Unfortunately, it's not always clear what that is.
Can you folks who are affected post a little info about your systems? Specifically, what video card you are using?

Been having the texture loading issue since Season 8 launched, and having the "Material files reloaded" constantly cropping up since the same time. Multiple STO file verification runs have turned up nothing, insofar as I can tell.
I'm also finding that after a while, the graphics decrease in quality, such as planets and stars become white circles, the names on the borders of the sectors disappear, the inventory item tray images vanish, and the mini map and main map will only show a black background and the planets/systems with no other colours as it normally does.
It could be fine one minute, and then the next minute it loses quality.
They aren't "refusing to fix" it. Taco just explained that they're having trouble reproducing the issue in house and that it's difficult to fix something they can't reproduce.
Instead, post up your system specs. The more info they have on the systems being affected by this, the better.
I was flying around trying to do doff missions and wasn't having anything happen after around 35 mins. I then transwarped to Dyson space and still everything was fine. I then checked the C-store (thinking about buying a few ships) and found that every single one of the pictures for each item was gone. It was just the background space for both the side pics and the main pics when you click on an item. So it looks like the C-store pic icons can be a starting indicator of the graphics erosion. I then beamed down to Dyson Command and boom, all the missing/white textures hit me all at once.
There doesn't seem to be any pattern on what element starts degrading first as far as I can tell. However, it's still happening within the 20-40 min time range and everything just goes downhill from there.

One thing I did notice is that I no longer CTD with the graphics memory load error. Perhaps that is your culprit or a component. Obviously someone tried to fix that error and another cropped up due to the fix.
We still have the gray bar at the bottom of the load screen, for example. Thats a change that wasnt there before Season 8. what other graphical changes were made, start troubleshooting there id reckon.

I've found that I'm now watching for the syptoms. One place I'm seeing it is the winter wonderland after about 30 to 40 minutes and changing characters a few times.

As Ian451 pointed out, gathering system spec is not some way of blaming the user for the issue. The point is that the problem only occurs for some people, and we haven't (last I knew) been able to replicate the issue in house. Gathering system specs has told us what kinds of things those affected all have in common, and gives us a clue of what we can do to replicate the bug here. It's hard to fix something that you can't see broken yourself. (Ever had to fix a problem your parents are having with their computer, over the phone?)
I honestly think the UI is falling apart. It had to happen sometime. The UI is the most heavily unoptimized part of this game for years. With all the junk being added it simply will start causing problems, and the time is now.
I'd been getting the same problem after about 30 minutes play for several weeks now. Gets sluggish loading textures, inventory item images vanish, effects textures mess up and get blocky and/or glow white, some items like weapons lose texture and glow white, then eventually the screen just whites out. Switching character or instance sometimes temporarily fixes it, but usually I have to relog.
Tried rolling back graphics drivers, all 3 Direct X types, lowered graphics options, to no effect.
Nvidia GTX 460 with latest drivers (tried rolling back but no difference) on Windows 7 32 bit/i5 chip.
One more question that might get ignored by everyone, but has everyone here tried The Breach? That was when I first noticed the problems starting.
I haven't actually run Breach since it went live. I ran it a ton of times testing it before S8 hit and burned out on it, so I haven't run it yet on any of my characters on Holodeck.
I had this first happen to me on ESD at the bank. I don't think it's tied to any specific location or mission, it just happens within the 20-40 min time frame if I'm doing a lot of map transfers.
The fact of the matter is there have been these strange graphical glitches EVERY WHERE since Season 8 went live. Portraits vanishing, textures derendering, graphical effects becoming polygonic and blocky, backgrounds to windows disappearing, icons for items disappearing in both inventory and character and ship equipment windows. This has been going on since Season 8 started Cryptic/PWE...when are you going to fix this? >:C
I am sick and tired of having to restart the game just to fix this glitch but the fix is only freaken temporary, when are you going to fix this? :mad:
I'd like to add that the acid-trip smearing graphics issue was annoying enough, but that's been resolved. It's almost as if we who have missing textures are being ignored. I *was* having this issue only on my laptop (because my desktop couldn't handle STO at all, crappy graphics card), a Pentium T4400 with 4GB RAM and an Intel GMA4500M. Now that I've upgraded the graphics card in my desktop, I'm having it here too. Here's what just happened to me in a Breach Elite a few minutes ago:

The Duty Officer background has gone completely transparent at times, then white at others.
Almost all issues are in the Dyson Sphere.
I reduced sliders to 150% | 200% but all other settings are maxed. Not happening as much but still UI will messup.

Indeed the UI is a FPS killer, I lose over 15 FPS just having it on.
Pressing Ctrl+F12 will hide the UI but you can still play and operate normaly, just no feedback.
The FPS goes from sub 30's to 50 or 59 FPS (the limit I have set it at) just by disabling UI.

You can further degrade FPS by opening the PvE Q or Exchange, something with alot of text, the FPS will drop to 20s
See? That's what I'm talking about right there. We now have 1 person reporting it on a 64 bit system.
How much RAM do you have? Going back through the posts since Taco asked for specs, everyone seems to have 4GB or less with one person claiming 8GB.

I too experienced the exact same behavior, before S8 no problems, after S8, repeatedly getting pallet issues on map changes everywhere after a period of time, making things either all bright white, all black, or blocky and discolored as some of the photos above have shown.
Cryptic, this is on you and PWE now, fix the map pallet incompatabilities, before the xmas break. PLEASE!

I actually noticed this too. I was able to play for several hours in Q's Wonderland with many instance changes and never had the problem pop up. The one time I did have it show up was when I already had the messed up graphics from running around doing doff missions. The Wonderland did have the messed up graphics after that. But I haven't had it trigger from inside the Wonderland itself. Very odd.

As I reported before, the texture white out happens to me too.
Before that I had the out of memory crashes under direct3d 9 settings. Those crashes went away by using the direct3d 11 and since season 8 the direct3d 9ex settings.

No overclocking of any kind, no heat problems of any kind.
No graphic problems in Season 7, but missing textures, wrong colors, etc in Season 8, every single day, sometimes occurring right from the start (missing textures in the character select screen), sometimes taking as long as an hour or 2 to happen.
Entering DS9 is pretty much GUARANTEED to cause it. I can't remember the last time I got there and didn't see people with missing costume textures.
Curiously, they aren't missing all the textures, just some of them, and editing my own costume, I might have one or several textures missing. IE all the costume is there except the boot textures.
Now way back when in another Cryptic game, City of Heroes, they had other texture problems, so they added the /reloadgfx command which would force a reload of textures..
Maybe that was added after Cryptic left and Paragon took over - I forget exactly when it went in.
Please Cryptic, until you can figure out what's causing the corruption and misloading of textures and color, ADD THIS COMMAND to this game so we can at least see what we're doing without having to relog all the time in the hopes it might fix it.
That's not really an option in some long missions that you have to redo from the start if you leave, with no guarantee the texture bug isn't going to strike again part way through once you do restart it.
Things like Borg encounters where your graphics are fine until you answer the alert, but when you arrive it's pure white space with white ships, white beams etc and all your tray icons are invisible.
Or the "fun" of scanning for some element, and having to match the signals, only instead of matching red to blue, you have to match black to black on a black background.
A reload textures command isn't a fix, but a workaround to let people keep on playing in cases where logging out isn't an option (not that relogging is guaranteed to fix the problem since it can occur on game startup.) and it could be bound to a key for an instant (nearly) reload of the graphics every time they TRIBBLE up (more often for some than others.)
Exiting the game and restarting ISN'T FUN, and since the problem can reoccur almost instantly, it really makes the game suck when the graphics go all 1980s low res or worse.

Edit: Upon zoning back to Sol orbit, the problem went away completely.
And this is on a Radeon HD 6670 2GB, otherwise very similar specs to my laptop.

All the snowmen turned black and my own snowballs were just white cubes.
Something else funny happened back on ESD. I found an Andorian who instead of having his hair just missing the textures, it turned into metal!

Outside of there, the problem is much worse and doesn't resolve on its own, from what I can tell.

No overclocking of any kind, no heat problems of any kind.
No graphic problems in Season 7, but missing textures, wrong colors, etc in Season 8, every single day, sometimes occurring right from the start (missing textures in the character select screen), sometimes taking as long as an hour or 2 to happen.
Entering DS9 is pretty much GUARANTEED to cause it. I can't remember the last time I got there and didn't see people with missing costume textures.
Curiously, they aren't missing all the textures, just some of them, and editing my own costume, I might have one or several textures missing. IE all the costume is there except the boot textures.
Now way back when in another Cryptic game, City of Heroes, they had other texture problems, so they added the /reloadgfx command which would force a reload of textures..
Maybe that was added after Cryptic left and Paragon took over - I forget exactly when it went in.
Please Cryptic, until you can figure out what's causing the corruption and misloading of textures and color, ADD THIS COMMAND to this game so we can at least see what we're doing without having to relog all the time in the hopes it might fix it.
That's not really an option in some long missions that you have to redo from the start if you leave, with no guarantee the texture bug isn't going to strike again part way through once you do restart it.
Things like Borg encounters where your graphics are fine until you answer the alert, but when you arrive it's pure white space with white ships, white beams etc and all your tray icons are invisible.
Or the "fun" of scanning for some element, and having to match the signals, only instead of matching red to blue, you have to match black to black on a black background.
A reload textures command isn't a fix, but a workaround to let people keep on playing in cases where logging out isn't an option (not that relogging is guaranteed to fix the problem since it can occur on game startup.) and it could be bound to a key for an instant (nearly) reload of the graphics every time they TRIBBLE up (more often for some than others.)
Exiting the game and restarting ISN'T FUN, and since the problem can reoccur almost instantly, it really makes the game suck when the graphics go all 1980s low res or worse.
