Don't you people get it, it's because the person is doing more dmg than your tactical team can redirect the shield power. That's why it looks like "full shields" but actually it's breaking your shields faster than it can regenerate.
RCK and I just tested it out privately. I reconfigured my Wells using an anti-Cruiser build, though without Scramble Sensors because that ability is pointless with just the two of us. I don't use Tactical Team on my Pure Science Wells - don't need it and my shield strength is about 26K each facing or roughly 60K of effective shielding per facing because I max out all my subsystem powers and Shield Power = 130. There is no automatic shield distribution nor is it possible to just cut through this monstrous shielding quickly. Given that, your claim is simply impossible to be true because there is no TT to help me. Yet, more often than not, I found myself having close to 100% shielding on all facings but my hull would fall to 60% due to DEM III + BFaW II + APO I + APA III. Mind you, I have 3 shield heals and 3 hull heals, namely : EPtS I, TSS II, RSP II and ET I, ET I, HE II. My resistance to Energy Damage is 105+ from the following :
A2D with purple doff for +40 Energy Damage Resistance
PH I with AUX = 130 for +65 All Damage Resistance
With A2B, my A2D is up 100% of the time because the concerned purple doff extends A2D to 23 sec. RCK doesn't use Tractor Beams, so I just cycle my PH as soon as I can and use it purely as a damage resistance buff.
To make sure I can tank his BFaW barrage, I also use Jevonite Hardpoint for +100 Structural Integrity
The result is : We went back & forth for a good 20 minutes. Everytime I gained an advantage and outmaneuver him to stick it to his behind where his BFaW is the weakest, I am forced to abandon pursuit due to his DEM III. It's cutting though all those shielding and hull damage resist like they don't exist. I was at a disadvantage throughout most of it although I managed to survive thanks to all those heals I have and the Jevonite Hardpoint. It was clear though I can't beat RCK, not with DEM III wrecking havoc through my shields like that. This is far harder to deal than those DHC Escorts because their alpha can be easily dodged in a 1 vs 1 when there is no other distraction around and the heavy shielding absorbed most of their attacks. Just before this private, we were in Kerrat attacking Nightwish of HOBO. Nightwish's DHC and CRF couldn't even scratch my shielding, and he ran both times using Impulse Burst, then cloaked. Yet, that Kerrat build is far less tanky than the one I used to specifically deal with Cruisers - still no way to tank out the DEM III. Can't speed tank it either because the beam broadsides are virtually 360 degree given how maneuverable RCK is. On the other hand, his normal bleedthrough without DEM is very manageable, I found.
In a Team Setting, yes, I would spec Scramble Sensors and if I have access to AA, I would deploy that too. However, testing using a 1 vs 1 private and despite equipping to deal with BFaW, I found myself unable to deal with DEM III.
So the culpit doesn't seem to be BFaW, but rather DEM because I couldn't feel a thing under his regular BFaW - the hull and shield resist eat them up. DEM doesn't seem to be affected by hull resist. I believe if DEM is balanced to reflect the new reality of STO, BFaW will no longer be OP - it never was to begin with.
Additionally, I understand now why the Escort heroes like CryoX and PvP Reptile are falling to RCK. The Escort Heroes underestimate how devastating the BFaW+DEM III can be and got greedy thinking they can finish off RCK first. They are wrong. These Escorts also don't have much heals besides EPtS or HE when in Kerrat, outside of Team Setting. By the time they realize they are in trouble, and think of running, it's usually too late. RCK can run - trust me, his speed is closer to that of an Escort than a Cruiser. You'd be surprised how fast those beams can cut down a wounded Escort. I am familiar with RCK's build and capabilities, certainly didn't underestimate him, that knowledge was the only thing that saved my skin at the end - not the heals I brought, which no amount of heals would be sufficient against that kind of pure pressure dps.

Team fights just have good healers and smart sci you will do fine vs these!

The key to those builds is running 5 dhc fore so naturally they want to keep those. Yet we have 9 tactical powers still. Solution throw a quantum in place of the turret and run two torp spread to cut down the wasted boff powers. Did I hurt your brain bro?

To clarify, I wasn't flying an Escort. Escorts and Warbirds which specialize in burst damage can in theory destroy a BFaW Cruiser before they react; however RCK is accustomed to being ambushed like that in Kerrat, therefore the probability that an Escort can succeed in such an ambush in a private 1 to 1, you pretty much have to hack his computer or make him fall asleep on his keyboard, read: "It simply ain't going to happen".
I was flying a Science vessel having the equivalent of 5 X MK XII purple Neutronium for damage resist via boff powers. In part, I want to see if it was possible to defeat a BFaW + DEM cruiser without using burst damage, with the help of Sci debuffs. At first, I brought Theta Radiation with me with the intent of slowing him and impeding his perception. It impeded his perception all right because it was crashing RCK's video card :eek: so I stopped using it. Then, his Warp Core Engineer was cleansing most of my Sci debuffs, along with the drain powers in desperate need for a fix, they weren't effective. I also removed EPtE for this private Arena match because I don't want to be running around across the map, making this private match hard to follow for him - he is still a cruiser after all, and I know from Kerrat experience, he has a hard time keeping up when fast ships are zapping around like they are on fire. The OP aka. Zelda, is known to run away 30-40KM+ in his bug ship when in trouble - that is considered forfeiting in most 1 vs 1 matches, so no, not going to do that.
Come to think of it, if one of the most op lock box ship with the equivalent of 5 X Neutronium + hardest possible shielding + Jevonite can't outlast a Cruiser with BFaW + DEM, then I can't imagine what kind of ship can withstand the onslaught of such attack short of cheating or cheesing. RCK was telling me someone, which I will not reveal his/her name, got so mad at being blown up by him due to the massive bleedthrough several times in a row that the said person went to Cryptic to complain that RCK is hacking. :rolleyes:

They are only wasted from your point of view on it though. (not say I could bring myself to run double rapid fires with double scatters myself) It is however a very viable PvE build.
Thing you have to understand is they are racing with each other to complete the stf as fast as possible... with as high a number on a parser as they can. So being able to siwtch between single target and aoe any time they need to makes sense. I agree it is a terrible idea for fighting players... however for the STFs... ya it works just fine. Putting torps in the TRIBBLE of the ship that would never get used is more of a waste of those boff slots.
PvE (the break the speed record kind) and PvP are completely different games.
Minor correction to Iskandus' posts above: I wasn't running my WCE at the time of the test. Rather, I had my usual 3 Purple Techs, Purple Fab Engineer (for RSP uptime) and Marion. So any sci debuffs he applied were not being cleansed by my EPtX cycle.
Regardless, I found this whole episode discouraging. I spent two months perfecting my PvP cruiser technique only to discover that it was a hack/bug - not my timing/stacking buffs, not my clever maneuvering, not my "mad skillz" - that was letting me beat so many seasoned players.
In other words, I was cheating...and I didn't even know it.
Sure, others have made use of similar exploits to kill me - BO double-tapping, stacking BO Doffs for insane bleed through with Elachi weapons, etc. But it was always some "other guy" doing the dirty stuff.
Me? I fought hard and won clean...or so I thought.
Makes me want to park my FAHCR and either learn to fly an escort (pew! pew! = boring) or hang-up my PvP gloves for good. :mad:

I was watching one of the best escort captains (in temoral destroyer, so not even a bug ship) in our fleet blowing him yesterday in Kerrat, couple of times. And im not talking about Zelda. They went to private match after, and of course, result was the same. In other words, some ppl really play this game smarter, better then some others, and know how to utilize dhc arc, and exploit weaknesses.

For a pure DPS build, using torps, with or without TS or HYT, or even turning your forward arc away from the enemy for 1 second is gigantic waste of DPS.
On a Kumari, you have 2x CRF and 2x CSV to be able to freely use both depending on the situation, regardless of cannon DOFFs.
With a 9 Tac power Kumari, you have 2x TT1, plus an additional ens. tac slot, where you can put either TS or HYT, but this torp power is always put on spacebar and only serves to proc inspirational leader.
So yes, the 9 power Tac Kumari build is perfectly valid for the DPS race in PVE. Whether you are willing to recognize and accept it is up to you.

I'll stop trying to stir things now... in my view beams are op in pve which is reason enough to nerf them... in PvP there about equal as the counters to faw are pretty strong... and at the end of the day real dmg to a player target cannons are still king there.
What ends up factoring in more in PvP are stupid things like Placate procs ect.

I don't know wether I've been lucky to have been on good teams or in the right places at the right times but I've fallen to dhc more times than to beams over the past week or so
I pugged yesterday and we had a fed bug on our side he tore through an eng fleet voquv an eng fleet neghvar and a speed tanking temporal destroyer
He was strapping 4 dhc and 3 turrets he was murdering them 1 after the other before I even had time to decloak faster than any beam runner I've seen

So since DEM seems like all the rage nowadays, why aren't people using Cannons and CSV?
More hits, more DEM, more procs.
Its pretty simple really... Beams are broken and allow you to over cap a lot more power. So throw that in with Auras that reduce weapon draw... doffs that reduce weapon draw... Omega Amp which also gets twice as many procs with faws double tap on the procs... and you end up with Beam faw doing a lot more dmg with dem.

AND FAW is way easier to use than cannons. With cannons one actually has to pilot and get within range because of the damage drop off.. Beams with FAW however, lets you just shoot anything within your radius without even seeing who's there with a lot less damage drop off.
On a side note:
All this would have never happened if we all weren't bleeding power. It's too easy now to get too much sustained power. Why even have a power drain mechanic if it's too easy to circumvent anyways. To me, it just seems like another thing that separates the knowing from the unknowing with a huge advantage going to the knowing. That's just my opinion though.

I get it they had to change something and couldn't figure out the code so they just scrapped it... still lol it was the only thing keeping things like faw in check.
When wepaon cycles end they need to STOP returning the power instantly. That is the issue we have right now. Weapons need to drain power like they used to... then EPS rate matters again... while they are at it they could fix the beam power overcap issue.

RCK was telling me someone, which I will not reveal his/her name, got so mad at being blown up by him due to the massive bleedthrough several times in a row that the said person went to Cryptic to complain that RCK is hacking. :rolleyes:
They are only wasted from your point of view on it though. (not say I could bring myself to run double rapid fires with double scatters myself) It is however a very viable PvE build.
Thing you have to understand is they are racing with each other to complete the stf as fast as possible... with as high a number on a parser as they can. So being able to siwtch between single target and aoe any time they need to makes sense. I agree it is a terrible idea for fighting players... however for the STFs... ya it works just fine. Putting torps in the TRIBBLE of the ship that would never get used is more of a waste of those boff slots.
PvE (the break the speed record kind) and PvP are completely different games.
Regardless, I found this whole episode discouraging. I spent two months perfecting my PvP cruiser technique only to discover that it was a hack/bug - not my timing/stacking buffs, not my clever maneuvering, not my "mad skillz" - that was letting me beat so many seasoned players.
In other words, I was cheating...and I didn't even know it.
Sure, others have made use of similar exploits to kill me - BO double-tapping, stacking BO Doffs for insane bleed through with Elachi weapons, etc. But it was always some "other guy" doing the dirty stuff.
Me? I fought hard and won clean...or so I thought.
Makes me want to park my FAHCR and either learn to fly an escort (pew! pew! = boring) or hang-up my PvP gloves for good. :mad:

For a pure DPS build, using torps, with or without TS or HYT, or even turning your forward arc away from the enemy for 1 second is gigantic waste of DPS.
On a Kumari, you have 2x CRF and 2x CSV to be able to freely use both depending on the situation, regardless of cannon DOFFs.
With a 9 Tac power Kumari, you have 2x TT1, plus an additional ens. tac slot, where you can put either TS or HYT, but this torp power is always put on spacebar and only serves to proc inspirational leader.
So yes, the 9 power Tac Kumari build is perfectly valid for the DPS race in PVE. Whether you are willing to recognize and accept it is up to you.

I'll stop trying to stir things now... in my view beams are op in pve which is reason enough to nerf them... in PvP there about equal as the counters to faw are pretty strong... and at the end of the day real dmg to a player target cannons are still king there.
What ends up factoring in more in PvP are stupid things like Placate procs ect.
I've seen you and Cryox bouncing off RCK all day long as part of your lame 3 man hank squad so god knows what planet your on

Also let's remember here the problem doesn't lie with BFAW as a power alone it sucks and it wasn't so long ago people were all over these forums saying it needing boosting
It was broken. It wasn't using weapon mods.
Something to remember about "people were all over these forums saying it needing boosting"...is that it is the forums, there are going to be all sorts of folks posting. Don't forget, when the Avenger came out for the Feds - there were actually posts out there on the forums from folks asking for stuff for the Roms because they needed something to keep pace.
The thing that bugs me about FAW (though I enjoy it in PvE, it suits my minimum effort style) is the following.
A + B <--- X + Y + Z <--- C
What's that? It's a crappy visual reference. Heh. Say you've got two players fighting three players. The three players are looking at the two players. They have no idea that the one player is there behind them. The three players FAW. The odds are the same that they will hit the player they do not see as much as the two players they do see. They could land a kill...without even realizing that they did.

I don't know wether I've been lucky to have been on good teams or in the right places at the right times but I've fallen to dhc more times than to beams over the past week or so
I pugged yesterday and we had a fed bug on our side he tore through an eng fleet voquv an eng fleet neghvar and a speed tanking temporal destroyer
He was strapping 4 dhc and 3 turrets he was murdering them 1 after the other before I even had time to decloak faster than any beam runner I've seen

so if a newbie fails while using some broken items/powers then those powers are no longer broken.
Hrmm, admittedly I just woke up...but what I'm getting from the post was that different folks play at different levels - and - that because of that, one player can shift the balance of a PUG game.

I'm personally glad beams are on a comeback and that it's getting escort players backs up however if there is a fault making certain powers better than they should be then it needs fixing
Any skill even the aux 2 bat when used in the broken pvp queue by opportunistic premade teams sure is op !
More hits, more DEM, more procs.
Its pretty simple really... Beams are broken and allow you to over cap a lot more power. So throw that in with Auras that reduce weapon draw... doffs that reduce weapon draw... Omega Amp which also gets twice as many procs with faws double tap on the procs... and you end up with Beam faw doing a lot more dmg with dem.

AND FAW is way easier to use than cannons. With cannons one actually has to pilot and get within range because of the damage drop off.. Beams with FAW however, lets you just shoot anything within your radius without even seeing who's there with a lot less damage drop off.
On a side note:
All this would have never happened if we all weren't bleeding power. It's too easy now to get too much sustained power. Why even have a power drain mechanic if it's too easy to circumvent anyways. To me, it just seems like another thing that separates the knowing from the unknowing with a huge advantage going to the knowing. That's just my opinion though.
I get it they had to change something and couldn't figure out the code so they just scrapped it... still lol it was the only thing keeping things like faw in check.
When wepaon cycles end they need to STOP returning the power instantly. That is the issue we have right now. Weapons need to drain power like they used to... then EPS rate matters again... while they are at it they could fix the beam power overcap issue.
Surely that would just highlight how insane passive and active healing has gotten as it would in turn gimp all other weapons/damage
