The 3-4 armor slots will let you deal damage and then take the punishment for some reason.
And yes, we need tanky escorts because only a few cruisers can hold agro and tank well.
Good luck getting one in your team. If you dont, you'll need to be able to at least survive the alpha strike and the threat the 4 forward weapons generatre.
The -threat consoles dont do much. At least if you do as much damage as I do, the elite stf bosses will still target you.
The solution to that problem is to fix tanking and aggro. Not to continue to push escorts to the detriment of other ships.
I should also note that if you have trouble surviving borg without 3-4 engineering consoles, you have more problems than lack of armor. I frequently take on borg in my RSV with **** for hull and TWO engineering consoles and FOUR "useless" science consoles.

Some ships got a necessary nerf like that 5 Tac console T'Varo, but then a very special "sciency" Warbird, the Mogai, gets turned into the usual generic layout. Nothing bad about it, it's a very good layout, still... why that?

I can see where you're coming from in regard to faction flavor, but unless I miss my guess, the Mogai under these changes will be all but hands-down the best ship in the game. Battle cloaking, Singularity power access, full Aux2Batt build that has access to AP:O 3 or AP:B 3, the changes to EPtW... this is a ship that can run all of the parts of Aux2Batt that it needs to be stellar (I'm assuming a choice of RSP over DEM for the LTC Eng slot, since cannons don't really need the Dulmer/DEM interaction; regardless, both options are available).
With these changes, this ship will have the output of the highest damage beam build in the game, but with access to a battle cloak, higher tier Tac abilities, cannons, and singularity powers. It's honestly pretty ridiculous.
Aux2Batt runs beams right? The Mogai turns good enough to run DHCs right?

For the most part I like the changes, the one that confuses me is the swap (basically) of the Mogai and Dhelan. Seemed the original leanings of each ship fitted better with the look, but meh, for me it just means I have to rethink my plans for endgame ship purchase!
I like the changing of the second tac to ensign and the Universal Lt on most ships. This will make a bit more versatile. Still think we need a Non-Fleet VA ship with Commander Science station that is nimble.

The thing is ... you take the same changes to the arcs and RCS consoles and apply them to a regular science ship and it's flat out better.

And that's why I won't bother with sluggish turn rates. The D'Deridex being the best example. Sure a 5 turn rate is not as bad on Tribble as it is on Holodeck. But there's just no reason to bother with a 5 turn rate at all.
Same goes for a science ship that has a 10 turn rate. Even the DSSV turns better than that.

No, it's not a Wells or a Fleet Nova...but a base of 10 is not going to be 10 when you fly it.

All I'm giving is my feedback on my own flying preferences. That's it. I don't like low turn rates. I own the Nebula. I've done my time in it. And do not like it. I've flown an Odyssey. A Galaxy. A Sovereign. For long stretches. I myself am done with bad turn rates.
If other folks are ok with a 5 turn rate D'Derdiex, more power to em. Have at it. It's not for me.

As an actual "Science Vessel" - it may have the SV Aux for Stealth Detection...then it could see the "standard" Stealther (no skills, 50 Aux, 4975 Stealth) with a Snooper build at 7-8km without using Sensor Scan.

Yeah I've run the science toon in a B'rel and yes that is fun. I can avoid decloaking that way. Most players can't respond fast enough to the quick in an out that ship can do. Once a dedicated SCI is around, the fun is over.
Normal BC is just not the same. I fail to see the benefit. Bear in mind science vessels have weak hulls and strong shields, as they cloak their hulls will get blasted. At a turn rate of 10 they will not shake an oppenent off of them as they cloak. In contrast BOPs can usually manuver to a safe angle (read outside 45 degree forward arc) from the opponent and then engage the cloak and cut down on dmge from the short 3 sec window. I think some hopeful Romulan players are going to soon realize that engaging BC can get you killed very easily.
Hopefully all Romulan players learn their cloak limitations first, before they cry nerf on sci abilities to decloak them. If KDF BOPs can survive BC with their paper hulls, Romulans have no excuses. Another frustration that Roms will see, if an entire team has BC often the case is they die really fast as the other team is forced to focus fire on the one or two BC ships that are actually decloaked at any one time. I really hate having 5 BOPs in a KDF team, unless the other side are newbs its pretty lopsided against the BOPs most of the time. You need a few team members to "hold the line" with the enemy for the BOPs to be most effective.
Seems to me now after reading the past 6 pages that we have a simple solution.
Make a Fleet Valdore with the old mogai stats.
Simple as that. you'll have the new eng based mogai, and a science based mogai, make everyone happy. And then no one has to fly the ugly space chicken (thanks whoever said that) lol. Though hopefully the refit costume of that ship improves it a lot.

Even though it's a Sci ship, it has 30k hull points at the SA level - compared to the 31-33k that a typical Fedscort gets - which is sufficient to get you into cloak, especially if you pop AtS and PH just before. Once you're in cloak, combine your high Sci-vessel Aux with the Romulan boff bonuses to stealth and you're home free.
I also forgot to mention that besides the BC, one should also consider the Singularity Powers in the mix that goes into the Warbird. Warp Shadow, Singularity Jump and Quantum Absorption all strike me as effective ways of allowing you to cloak while under attack. Even the Plasma Shockwave will be sufficient to stun your enemies long enough for you to cloak.
Also, as a Sci-ship pilot, one is generally capable of neutering an Escort's ability to kill you, whether using Target Subsystem, TBR, Photonic Shockwave, Tractor Beam, or even SS. Any of these will do very well for that little 3 second gap to cloak.
Finally, the advantage of the cloak is not so much escaping from battle as surprising your enemy. Popping out of cloak on the enemy's hind quarter while smacking him with VM/Grav Well just before your other buddies also decloak and whale on him will give your opponent quite the shock. This also includes being able to snoop around for other vessels while being cloaked yourself. Like virusdancer mentioned, with the right setup, you will be able to see your cloaked opponent despite being cloaked yourself.
Plus that thing can run DHCs, although this isn't much of a point.
I do trust you can see where I am coming from, though. Battle Cloak on a Sci ship adds an entirely new dimension to PvP.

that actually does make sense. the valdore doesn't look as flimsy as the mogai.

Lol becuase we don't want any setup you want tbh... You don't need more then 2 armor consoles to tank stuff. as long as you gun it down faster then it can kill you, and with science control spells it would have been possible to back off if you take to much damage...
It sounds to me that you just don''t think the advanced escort is a good pve end game escort, but i know for a fact its a great one.
I only skimmed so this may have been mentioned but some of the ships also had their hulls tweaked. So the T'Varo also has a reduced hull which is below any ship I think I have every seen.

The T'varo is balanced now knowing that it has the enhanced cloak. the Dhelan still doesn't make a lot of sense but so be it. the mogai is just very generic now, and though i'll still fly it since it'll be a similar setup to my armitage i do miss the science consoles. using the uni as science makes up for the boff a bit.
So yeah, simple solution.
Fleet Valdore with 4 tac, 4 sci, 2 eng and ltcmdr science/ens engineering.
Honestly name doesn't really matter but thats just an idea since the valdore is in game and does have a slight science focus.
Even though it's a Sci ship, it has 30k hull points at the SA level - compared to the 31-33k that a typical Fedscort gets - which is sufficient to get you into cloak, especially if you pop AtS and PH just before. Once you're in cloak, combine your high Sci-vessel Aux with the Romulan boff bonuses to stealth and you're home free.
I also forgot to mention that besides the BC, one should also consider the Singularity Powers in the mix that goes into the Warbird. Warp Shadow, Singularity Jump and Quantum Absorption all strike me as effective ways of allowing you to cloak while under attack. Even the Plasma Shockwave will be sufficient to stun your enemies long enough for you to cloak.
Also, as a Sci-ship pilot, one is generally capable of neutering an Escort's ability to kill you, whether using Target Subsystem, TBR, Photonic Shockwave, Tractor Beam, or even SS. Any of these will do very well for that little 3 second gap to cloak.
Finally, the advantage of the cloak is not so much escaping from battle as surprising your enemy. Popping out of cloak on the enemy's hind quarter while smacking him with VM/Grav Well just before your other buddies also decloak and whale on him will give your opponent quite the shock. This also includes being able to snoop around for other vessels while being cloaked yourself. Like virusdancer mentioned, with the right setup, you will be able to see your cloaked opponent despite being cloaked yourself.
Plus that thing can run DHCs, although this isn't much of a point.
I do trust you can see where I am coming from, though. Battle Cloak on a Sci ship adds an entirely new dimension to PvP.
Could we get the Valdore to be the engineering focused one? Please look at its concept art. Its like a Mogai with extra armour added, and looks like a brutal ship, not a sneaky one!
Wait...why are we arguing? Give it a universal lt Com station, and 3 sci and 3 eng slots! I could live with that, sticking the universals to the sci ones.
that actually does make sense. the valdore doesn't look as flimsy as the mogai.
as far as your second suggestion, the T'Varo got that, so most likely won't be happening for the mogai.
It sounds to me that you just don''t think the advanced escort is a good pve end game escort, but i know for a fact its a great one.
