If you contract and expand muscles attached to the optical cells on your face in a downward direction (in simple terms, look down), you will see that I am trying a new signature. The quote there is from a roleplay storyline, where Voporak disregards temporal regulations and such (a lot).
The background picture of the Sovereign in the Azure Nebula is just a cropped screenshot I took yesterday during the fleet action. Y'know, saw someone's ship floating there, great photo op, so I got that nice pic. I made the thing myself in Windows picture editor, hence why it's basic (but I kinda like it that way, since too much would take away from the background pic).
So I'm wondering if it's too pixelated or what naught.

Promotion to Elite has always been at the discretion of the Masters. The two month minimum was just that, a minimum. It was never intended to be an automatic promotion.
I understand that, but the content of what was posted in chat did not say anything like this. And all who saw are in agreement on this. What was posted was basically saying that no matter what his standing with the fleet, he would never get his promotion! I am glad you caught the error, and tried to explain what you meant. But what matters is how the post was worded at the point of posting.
In addition, I know you were working on the email when this happened, but the fact of the matter is, the request was minutes BEFORE the email went out. This means that the request was denied on reason that did not exist because no official posting had yet been made. 5 minutes might as well be an hour, which might as well be a day or a week. In a profession setting, as well as in a legal setting, changes are not put into effect until the signs actually go up. If no sign exists, the law does not exist either, so no one can be legally arrested for violating a law that was never posted. Not only is this wrong, it is just not professional. Had this taken place AFTER the email went out, then I would support the matter of suspending Murrshan's promotion, and holding off for the other fellow's promotion. But until the email goes out, I proceed as normally, and Murrshan is still perfectly eligible.
I know I am not going to win any popularity points with the higher-ups, but when you worked in Human Resources Department like I have, you don't have the luxury of candy-coating things. You have to deal with the issue on a case by case basis, and get right to work. And in this case, what was posted really looked more like a snub to anyone due for a promotion. With all due respect to bob, if this was given to me in a professional setting, I would take the side of the employee. If he was told that he was just simply never be promoted, no matter what his standing in the company, I would do what I could to get him that promotion, give him compensation, and full restitution if anything was taken away.
That said, if I were a Master, I would have given Murrshan the promotion because I have yet to see anything negative from him, he has fulfilled the time requirement, and he asked politely (VERY important). After that, I would have invited that other guy back, and given him his full promotion to Elite. Even if he was a week early, what was posting in chat was more than enough to justify his anger, and promoting him to Elite is the least that could be done to make up for the grievances involved.
Now what I need to know from you, Bob (specifically), is were you successful in getting that fellow's @handle? If so, were you successful in explaining what you meant to say, then explaining the reasons and ongoing situation behind it? If not, then this needs to get done within the next day. If you were, and he still refuses to return, I will let the matter drop. I will say is that we need to prevent such things from happening in the first place by checking our wording BEFORE posting something in chat, and by not denying someone because of a change in policy until AFTER the fleet-wide emails about that policy go out. Until the fleet-wide emails go out, everything should proceed as we normally do.
But until the new system is in place, all promotions are on hold. That is to make it easier to implement as almost all cats will be "demoted" in the current system in order to make room for the new ranks. But earned privileges will be kept.
The Specialist Ranks are really quite redundant, even though they are all different bonuses in the Fleet Bank. Plus, I have encountered a few who could not decide what speciality to which they wished for me to promote them. One person actually went so far as he just flipped a coin!

It is like grinding the Reputation system. Suroo is T5 in both, but I cannot be motivated in any way into grinding Reputation for either of my other characters. So, why bother with waiting another 2 months to get (insert alt character) to the same rank as Suroo? It is me, and you know it is me, so why treat both characters like separate people?
As for the 180 day requirement? I think the phrase "180 days" should be gotten rid of. I myself just now had to Google a calculator for that. Just say "6 months," or whatever 180 days happens to be. It does not need to be so confusing. Seriously, does someone have a calculator to count the days? Some months have 31 days, the rest only have 30. February has 28, except on leap year. So really, let's say months, and leave it at that. If you joined on the 1st of September, your promotion day is November 1st. 6 months from there is March 1st. Problem solved.
As for the Fleet Bank, the withdraw limit for crafting stuff is very low. That is combined with that it never gets used anyway, and they could get put to good use toward the Special Project that requires them. It would give good Fleet Credit, and provide a quick boost to Credits if someone needs them.
And Special Items being 0 per day? That can stay at 1 per day because nothing is ever in that tab anyway except for absolute LOADS of lock boxes, and the occasional Contraband.

Or those who have used the Honour Guard stuff, and will never be persuaded to buy the XII version. I know this from personal experiences. I was just so lucky enough to get my XII set from the old Prototype Tech drops, and I know first-hand that it is inferior to the Fleet Pulsewaves. Of course, Suroo can EngiTank, but he NEEDS TO just to make up for the simple fact that he does less damage than the Fleet Pulsewaves, even with the grenades. Winston uses the ghostbuster gun and Elite Fleet Pulsewave, and he is far more effective than Suroo. To be honest, the one only reason to get the full Honour Guard set is the instant remodulation ability. Apart from that, worthless. I already cannot be persuaded to grind Reputation for Winston, so I certainly am not going to give him a full (armour/shield/weapon) set.
I am honoured. That plane (small that can fly low and kinda slow) is the only plane I would like to have and my fear of heights wouldn't bother me while in it. I also like the background a lot. Awesome picture!

I was able to get in touch with that individual and take full responsibility for the matter. He has promised to come back after a brief cooling down period and when he returns he will be restored to his previous post.

Perhaps some sort of system could be put in place. Say they must have a Master or cat right below Master with them when they want to do it on another character. That cat would have to be temporarily promoted of course. But at least the Master or higher-up was there to watch provision numbers.
Let me know if that's a start because this would really hurt the good cats who have worked a long time on the base.
In general I like the new system idea, needs some tweaking but I don't have time to come up with a huge specific post. The per character thing would be a little frustrating for some, but I do understand the thing with provisions.
I, personally, don't care whether promotions are per character or per account since the only Ferasan I really play is The 1st anyway.

I never liked the overall structure of ranks, and some of the bank restrictions are kind of odd so making some changes is fine with me. However there are several points I dont like.
First, we have always set ourselves as a casual fleet. I dont feel that we should set targets too steep. I would remove the accolade restriction, or set it up so there are two duplicate ranks, and one is purely for show. so no one is disadvantaged by not being able to get the accolade but someone can use it as 'bragging rights'.
Two, i dont agree with the per character thing. There is a small chance that someone can abuse it, but it is very small. For someone to start cleaning us out of items and provisions they would have to be a huge amount of work in on one character, let alone add resources to several others, and for what? to leave the fleet with a few items in hand. We have plenty of resources and they would have lost the fleet. I would not worry about per character at all. It will hurt the fleet by annoying people more than it will ever harm us.
I think the important thing is make it fun, an give people something to aim for, but dont make it too stuffy with rules and regulations.
I will have to agree with First, I only play one Ferasan so I don't really care if promotions are character or account-wide. However, since most people here have many alts it would be an inconvenience. Perhaps there could be a system like a promotion "unlock", where once you "unlock" the next rank you can have one character at that rank and choose to upgrade the others if you wish to a rank lower than the one your main has. Also, if you wish, you could ask a master to switch your highest promotion between chars once every 7 days (the prev char would be demoted though) But that's probably too confusing so do w/e you like. However if somebody works hard to earn a promotion I doubt they'll betray us, FSF is a very likeable fleet and I, at least, enjoy my time in it.
Also, I changed my wallpaper again. That art I posted before was nice but not as nice as this!

At least if each character had to make it to Lead Hunter (Elite) then there would be some protection.

Let me know if that's a start because this would really hurt the good cats who have worked a long time on the base.
I, personally, don't care whether promotions are per character or per account since the only Ferasan I really play is The 1st anyway.

First, we have always set ourselves as a casual fleet. I dont feel that we should set targets too steep. I would remove the accolade restriction, or set it up so there are two duplicate ranks, and one is purely for show. so no one is disadvantaged by not being able to get the accolade but someone can use it as 'bragging rights'.
Two, i dont agree with the per character thing. There is a small chance that someone can abuse it, but it is very small. For someone to start cleaning us out of items and provisions they would have to be a huge amount of work in on one character, let alone add resources to several others, and for what? to leave the fleet with a few items in hand. We have plenty of resources and they would have lost the fleet. I would not worry about per character at all. It will hurt the fleet by annoying people more than it will ever harm us.
I think the important thing is make it fun, an give people something to aim for, but dont make it too stuffy with rules and regulations.
Also, I changed my wallpaper again. That art I posted before was nice but not as nice as this!
You can never have too much Inazuma Eleven and Afuro (blonde guy), Nagumo (red-haired guy) and Suzuno (white-haired guy) in the same pic are just too awesome to pass up. (as hard as it is for you to believe, all 3 are guys and all 3 are in my team in the game)
