This is actually the best idea I have seen yet, since it's not a rollback in terms of progression or level, but it will start the economy from ground zero.
I've noticed that epic level shirt/pants together (going from 30/50 greens) gives you from 300-700 GS depending on runes, that might be what you're missing to bump you to the next level.
/facepalm 4k plus power is not 'incredibly low.' Power isn't even something someone should really be worrying about, it's god awful (linear scaling is bad, especially super low linear scaling).
Problem is they are good in pvp. Best bet I would think is a flat damage increase or % increase per mob hit for aoe situations, make actually killing stuff relevant again.

You can make them look like humans, actually, and form the face in such a way that the only thing that identifies them as being half orc is the two tusks. Mine has often been confused with a human. :)
Do you have any evidence of this? Many other people have already stated that ARP is essentially worthless, since armor debuffs can take it to 0, and ARP does not go negative.
It wouldn't hurt to allow people to list in gold, just to have the option. Potions and kits can add up. Also, hopefully at some point they add in the ability to buy elixirs from vendors as well, which presumably would cost gold.
I think cat is highest, followed by the zen shop stone, followed by the trade bar stone. Cat is Crit/Rec, blue stone is Crit/Rec/Pow, green is Power/Defl/Rec/ArP.

At what gear level, in what dungeons? GWF have no taunt, and do laughable damage, they have no specific role that cannot be done better by another class. Hell, it's getting to the point where some people are kicking GWF as soon as they join, just because any other class is better in most situations.
Instead of sorting by slot, I would suggest recommending an enchantment type per attribute slot. IE. Utility - Dark, Offense - Radiant/Azure, Defense - Dark, or what have you (personally it seems that Dark is the only enchant worth while in both utility and defense for rogues, at least they are fairly cheap...).
Look at the loot in the dungeon. It drops ONLY off pieces and weapons, so it makes sense for all the bosses to drop them, with the weapons on the final boss.
The damage from the proc has a chance to ignore 50% damage resistance. The damage from the PROC. Not all attacks with the weapon. It's actually a pretty bad enchant.
