The two-set bonus isn't great either. I've been hoping it was a place holder as the last 2/4 bonus was +150 AP also and the new Drow PVP armor has 2/4 bonus of +625 (up from T2 +450). I guess we'll find out soon enough.
This is still broken. First reported last year and not even an acknowledgement. A little communication with the player base would be nice. Unfortunately there is no Bug Advocate to point out these things to the Devs.
TRs are getting too much ArP on prettymuch everything (artifacts, new gear,set bonuses etc). The Draconic Templar armor is more of the same. We could do with a little more variety. Also, an update on how things are going as class advocate, what stuff you've been passing along to devs etc would be nice.
"Hourly" in this case seems to be a general term for all events (DD, skirm, prof) as one of them is active every hour (or half hour). There is no special prof event, just the regular one but with extra mats. So basically not worth doing unless you're really hard up for iron ore.

Doesn't feel like much of a QoL improvement, but then you didn't say it was an improvement just a change. The less stealth depletion from lower damage is good, the big depletion from higher damage is bad, so pretty much a zero sum gain.
