I know you get them from the leprechauns in sharandar. I'm not sure when, but I stopped receiving them at some point. I cant open the chests at the end of the dungeons (Gnarlroot caves, Witch's Fen, etc) and cant get anymore gear from sharandar. Aside from Tyranny of Dragons loot, Sharandar is my best gear, and practically the only way to raise my gear score right now.
I dont know if its normal to cut off the keys at some point and force players to buy them or not, but I'm not getting anymore, and with as little AD as I get on a normal basis, I'm not planning on buying them either.

In order to get the key form the leprechaun you have to have the quest for any of the mini dungeons in Shar in your journal. As long as you don't hand in the quest after completing the dungeon you will be able to claim another key the next day. As soon as you hand in the quest you have to redo three daily tasks and be given the mini dungeon quest again before being able to claim a key. You can still enter the mini dungeons without the quest but you cant claim a key. Hope that helps.
btw you dont have to use the key in the mini lair you have unlocked. Once you get a key you can use it in any of the three lairs whether you have the quest or not.

I used to believe this, but I was incorrect. You must have an active, incomplete quest for at least one of the lairs for the leprechaun to offer a key. Ready to turn in isn't good enough.
Make sure you do three dailies to get a lair active that you don't actually want to do (*cough* Witch Fen *cough*) and then just leave it to kick around in your journal forever and you can get a key every day to use elsewhere without doing other quests. If you do finish all the lair quests, you'll need to do some more dailies to get something active again.

I do this on all my alts, also choosing Witch Fen as the uncompleted lair quest - because I occasionally will want to grind Gnarlroot for Terror shards, and Celadaine is great for getting Fey Crystals for the daily turn-in, as well as a chance at the blink dog.
As far as gear, Dread Ring has higher level epics, and the drop rate is much better than Sharandar. I would grind those lairs preferentially to Sharandar - or do DR for gear and Celadaine for daily and dog.
With all the T1 and T2 gear dropping from dragon HEs and Tiamat, it's quite cheap to buy most sets off the AH now. Although to a new player, they may still be out of reach right after hitting 60.

They really should buff the gear up to be comparable to the Dread Ring purples you can get form teh lairs there...

TBH, all the gear you have to grind for like that needs set bonuses even if they're watered down - like two piece gives you +225 to GS and four piece gives you another +225 for a total that is only equal to the two set of a DD or other random drop 2-piece.
Though I think it would best if they just copied the set bonuses from the associated dungeon so you can get a preview of how it works without having to spend the time grinding Malabog's Castle or Valindra's Tower for a set they find doesn't work with their playstyle or is just substandard to their expectations.
