How would you say Frost compares to the others? I can definitely see how giving enemies a small recharge penalty isn't great, but what about the movement penalty?
Don't say never. The Mimic King wants it to return, They'll find some way, but probably not any time soon. Captain Geko on the STO team said that the problem is that it needs rebuilt from scratch. which would take over a year and require them to divert resources from other projects.

Personally I never made a serious effort with Tales of Old simply because the event structure means you have a high chance of not getting anything from it. Attempt dungeon, you died, you get nothing. Sure the gear seems... nice... If you can get it...
What makes you think their metrics don't see that? The dev person said the completion rate metric doesn't care about how many players bailed, not that they don't HAVE a metric for number of players bailing.

I see your problem. the madness disable is a timer, and you can fully avoid it if you step in the circles regularly. IE, don't wait until you get disabled.
the problem is that anyone standing on the spawn point gets trampled by his charge. Keeping him NEAR the spawn point is good, aiming him AT the spawn point is a bad idea.
