Ice storm is great for Karr final boss and the bridges in CN with spiders/fireball skellies (since it behaves just like a clerics divine sunburst). Other than that I use OF for everything, because HV+daze.
Let me add, using singularity also slows the group down. Shard and sudden storm don't affect anything in it, and that's probably 3/4 of your AoE damamge right there. Maybe one to group them up, but after that, OF is much better, given the current stacking effect of HV.
Correction, just pugged a FH, lightning will hit everything you can see with tabbed IR. My bad, I've been clericing it for my guild for the last month or so.

Shield is trash if you aren't punting large amounts off a cliff. Swap it for sudden storm or icy terrain for better AP gen. Also what is you spec? Critical power is handy.
Arp will get you as far as it can (2540 will break any mob defense), anything EXTRA will bring it into the negative. Plaguefire/terror/bronzewood/GWF ability/HV, etc.

Armor Penetration is calculated first. It also only goes to 0. It doesn't matter if you have 4000 ArP, it will stop at 0. At THAT point, extras you have like terror/plaguefire/bronzewood/GWF stuff etc and so on take effect, effectively taking the mob into negative resists, which means more damage for you.
Icy terrain just doesn't provide enough "right now" control for me. Sudden storm is amazing after a round of chilling cloud and a steal time. All those dazed targets, debugged to hell (you I'd use CoI as they were coming in right?), all lined up for an arsewhoopin.
I prefer avenger mc wizard and take wizard if the spiral path.
