Plague fire stacks no matter what, I don't think the arm pen and high vizier stacks though. If your target has 25% def, high vizier will go first and arm pen will take the leftover few percent.. I think.
Arp will get you as far as it can (2540 will break any mob defense), anything EXTRA will bring it into the negative. Plaguefire/terror/bronzewood/GWF ability/HV, etc.
I actually use that setup with my CW. Along with mitigation via conduit and enfeeblement.
As exarkun007 said, it goes into negative. Which can allow your ice knife to hit the most tanky of tanks for 20k. Seeing as you just took their defense/damage resistance not only to 0 but into the negatives.
And yes, of course they stack, but they don't stack negative was what i was trying to say (high viz/arm pen)
Look... the dummies in Trades of Blades have zero mitigation.
Go hit them with either GPF on its own or HV on its own or GPF or HV and tell us if your combat log contains the following types of entries:
[Combat (Self)] Your HAMSTER deals YYY (ZZZ) Physical to Target Dummy.
instead of just,
[Combat (Self)] Your HAMSTER deals YYY Physical to Target Dummy.
If it is the former, you are wrong. If it is the latter, you are right.
Guess which one happens in reality...

They all stack as they each affect different things:
-Armor Pen lets you ignore damage resistance (up to the maximum amount the target has)
-Greater Plague fire reduces defense (by 15% atm since the stacking was broken in mod1)
-High Vizier reduces mitigation by 10%

All -defense skills are actually + dmg buffs and they all stack with one another. ie HV, High Prophet, Plaguefire, Terror, wicked reminder, etc, etc.
Armor pen is purely - damage resistance thus its effectiveness caps out at whatever Damage resistance a mob has, commonly either 0%, 7%, 15%, 22%, etc. max is 24% (for Mobs, pvp is different story).
