The android chest does not use arm attachements, (it uses its own unique chest attachment), so yes, it was intentional to not be placed under robotic, and it will not be moved there.
A way for the game to pick the best effect over others is unlikely to ever happen, just how it is. On live the current situation is the effects randomly replace one another. This change would make the effects consistent.
So, everything can technically crit by default, and needs to be manually flagged not to do so. Not the greatest setup but it is what it is. Sometimes some things slip through and don't get flagged, or something happens and they get unflagged.
Unlocked character slots don't carry over to pts, so make sure you only have a couple characters already there. It won't transfer if you are over the limit.
