Thundering Claws "High Voltage" Inconsistency

The Thundering Claws power variant device is rather inconsistent in applying the "High Voltage" buff it touts in the tooltip. Upon several tests using Ball Lightning for the application of Negative Ions and refresh for Superconductor, I have on multiple occasions lost all stacks of High Voltage out of nowhere, if not failed to even gain stacks on full charge. The tooltip implies this buff is supposed to apply for every active Negative Ions in your vicinity on full charge and can stack five times. While Ball Lightning is active, despite not consuming Negative Ions, there are several times where High Voltage simply does not apply. If this is intended, please reflect this in the tooltip text.

    Maybe you're not full charging, you need to full charge past the charge ui indicator because there's server lag, if you try to let go early the game might not consider you having full charged the power
