This is a very bad idea and is extremely disliked, as all the feedback that has appeared on the forum shows. It should NEVER go live in the future in the format that went live over the past week. Please listen to the community. If there are individual devices that are problems, deal with those on an individual basis. Take the time to do things right.

Feedback given: devices being put on cooldown by build swapping is objectively bad in every way, shape and form. Thorough "testing" (pain) done on Live concludes that the only justifiable reason for this change would be if there's some gamebreaking exploit that takes advantage of build swapping to do something glitchy with devices. On the level of a casual player interacting with devices as intended, this is nothing but a bad QoL decrease.
The fact that the forums refuse to tell you how close you are to the character/post size limit until you attempt to post something that happens to be too big- and the automated spam filter will immediately completely lock you out of posting long-term if you attempt to post or edit posts too close to the character limit- is genuine agony.

Everybody on Live now hates this. Absolutely unnecessary. You already made the change that if you put a device into the device bar, it immediately goes on cooldown. Fine. But now thinking that the devices need to act as if they were just placed there again for a build swap is unwarranted.
Personally, I don't build swap on only but a handful of characters. But this is absurd. Don't do it.
It's already bad enough that there are a multitude of devices that don't get used due to a too-long cooldown. It would be better if you reduced the cooldowns on those devices that only rarely get used because of their cooldown. Especially your favorite drops, the Backup devices.

The intended functionality of this change is to put any device on cooldown that is not shared between the builds you are swapping to. So if you have device A, B, C on build 1, and C, D, E on build 2, swapping to build 2 will place D and E on cooldown, while C retains whatever cooldown or toggle state it currently has on build 1.
As mentioned this change went live unintentionally, and we hadn't implemented retaining cooldown states for same-equipped devices yet. When this change does come back to pts, that will be part of it and we'll be looking at feedback for specific devices.
Understanding the intended functionality; I can see why it's being done. It does seem to address an unintended exploit of of build swapping I wasn't aware of before in that build swapping right now can bypass the cool down of slotting new devices from the inventory.
Prior to this, I would think that it was actually a bonus feature of using build swapping.

This is still an unneeded, unasked for, absurd idea. You are getting feedback already. There is NO reason to do what you are suggesting. And, pardon if I'm being terse about this, but this type of change simply frustrates me and other players. We see no valid reason to institute it. I'm simply astounded that you, a former player, thinks this change needs to be done at all.

Suppose i'm chillin' in Ren Cen or doing alerts in my usual build (hybrid or dps)... Then, my SG, or a friend or someone in the Zone chat asks for a tank to do some group content.
Then i proceed to change to my tank build that heavily uses devices and pets and... devices and pets are all in a 5 min cooldown.
Some things cannot wait 5 mins, if i'm going to tank in a:
-smash alert, will be finished before my cooldowns -burst alert, will be finished before my cooldowns -grab alert, maybe CD's end mid boss fight -custom alert, same as grab -any alert, may refresh and be a different alert before my cooldowns -attack an OV, he may run or die before my cooldowns
What if i'm doing lair content and want to switch to tank for the boss fight for the improved survability? Should i tell everybody to wait 5 mins?
What about doing cosmics as dps, the tank dies and i need to switch fast to cover up? Should i tell Dino or Eido to wait 5 mins?
You may say, the same happens if i die, but i take it as the penalty for dying. What's this new penalty for? Switching builds? So that's a bad and punible thing now?
As I and other people here have told (and a lot more in game that don't post here), this is just wrong, it's a change for the worst, unpractical, unfair, unjustified and just plain horrible.
P.S. If this is to stop some players for doing an (unknown for us) exploit, and you have detected it, the go ban the people doing it, don't punish the rest of us.
So in the future I will always have a cooldown on vehicles?
I had a vehicle build just so I wouldn't have to spend a slot on it in my combat builds, and I always had the vehicle ready to use.
5 mins is a long time for a cooldown in those cases. That being said, reducing those cooldown times overall wouldn't be prudent without changing how cooldowns while build swapping functions currently.

That did not turn out well for players as vehicle became just out-of-combat travel powers.
Clearly, what is needed here is a careful review of the devices that are causing problems and then a reworking of those devices only, not an across the board hammering of all devices which is just going to annoy the entire player base (and I can not stress that last part too much). I, for one, am fine with putting new PVDs on the back burner to free up time to deal with this issue in a more thoughtful manner.

please scrap the build swapping change entirely. i understand why you believe it needs to exist, but it simply does not. feedback on this change should make it very apparent that its not only not needed but flat out detrimental to the existing playerbase. if you care about player feedback even a little bit please dont do this. i genuienly want to be happy with your updates, but i cant if you chose to completely ignore the side of the playerbase that is rightfully mad about this even being in talks. let alone making it on to live.
If Champions Online was meant to have 30 device slots, you would have had 30 device slots.
Instead, you have 5. You may have to make choices about what to bring, and that's okay. It's how they were designed. What folks exploit with build swap (among other things) is that it ignores the reality that in Champions Online, equipping a new device normally causes it to go on cooldown first. =)
I am adamantly against any change at all to the device CD due to swaps. One of the few enjoyable ways to create variety within the SAME hero was to swap roles and to make swapping roles effective you needed to swap devices to fit the role. Not to mention many players use one slot to equip a vehicle, a rencen transport device, VIP lounge device, etc. to ease traveling.
Whatever minor advantages players have from the current swapping of devices LET THEM HAVE IT!!! It makes the game enjoyable, and I think that this very important aspect is being overlooked here.
