Using Party Bomb device not counting toward perk

I need 7 more perk points to get the perk Funkadelic. Using a permanent Party Bomb device didn't count so I purchased over 100 anniversary gifts to randomly get 7 temp Party Bomb devices. They too didn't count toward the perk :'(

    Party Bomb perks requires it to be used on a player for it to count.

    I was using it on players. I see the counter started working for Funkadelic and I was able to complete the perk. Thank you.
