technically a normal ap has more crtD than it's radient counterpart. Also there are no pen varients sadly so one could not take advantage of the injury mechanic.

More to the point, the toggle itself should be an option so that those who choose to leave the ability on for it's full duration can start cooling it down while it's still active even if engine power is being drained.
If it has a downside, why are you making it more difficult to use with micromanagement compared to all the other fire and forget weapon enhancements. Why is it even a toggle in the first place? Just bring it in line with all the other weapon enhancement abilities. As it is now you can cancel it's effect by activating it too fast (more common with this lag).

Engineering team is able to restore an OSS knockout just fine, the nukara 2-pc as well should it target weapons. As such is the case I see no reason why the RMC shouldn't be able to do the same.
In addition to this, I'd also like to have it's interaction with the Quartermaster battery doff looked at again. The rmc should count as a battery just like the other 4 and even warp core charges and have it's cd reduced just like the rest.
