Lobi Corrosive Plasma Torpedo STILL MISSING ITS PROC/SPECIAL

As the title says, the Corrosive Plasma Torpedo STILL IS MISSING its proc.
Tried High Yield (pretty field, but ZERO debuff to the enemy), Torpedo Spread, and plain torpedo, and all it does is its regular torpedo damage. No Resistance Debuff over Time like it's supposed to have.
Will you please fix this Cryptic? You fixed the Corrosive DBBs not so long ago but still forgot the Torpedo.

Also, it looks like the mods are not fixed. Mine upgraded w/ a CritD. Someone else got a CritH, and another got Dmg. WAI? Not when compared to other named torps, including Lobi from what we've tested.

I knew using Kinetics would be playing the game on hard mode, but what I didn't realize was how bad the deck is stacked against Kinetics.
