You can actually use the red bussards with any hull material. Its a separate option under the advanced tab where you apply hull patterns/swap ship parts and, imho, is great when mixed with the Type 0 material. :)

Well, it does still show up on the character selecton screen at least. But sometimes you have to click on each character to make the symbol show up. Both for Deltas and Temporals. But I know thats not quite the same as it showing up in-game.

If you have an open slot, you can see if Lib-Borg is available when creating a FED/KDF/ROM toon since thats a lifer only thing. You could also try and claim the veteran shuttles or starships if you didn't have them unlocked before with sub time.

Yep, once you own it any ship can use it, just like with the TOS and Belfast "complete" interiors. My main flys a fleet arbiter battlecruiser and has been using the "later" voyager interior since I got it. Having borg alcoves on board is thematically great for a lib-borg captain. :)
