Do you have anything in your overflow bag at all (extra duty officers, etc..)? Sometimes that blocks other things from being purchased, even if they wouldn't normally go into overflow. Taking a shot in the dark with that one, but might be worth looking at.
You might also have had him out on a doff mission. I always try to set up any crafting/research before I set up duty officer missions. That way I don't accidentally assign someone I need for crafting to a different mission and lock myself out for the duration.

Looks like the transponder was updated already, but the 45 Specialization reward refuses to unlock, despite having spent my last 4 points, bringing me to 92 total points spent.
Which is why I mentioned that the Fleddits (Fleet Credits) are more valuable to me than the rep gear. Dump the dilithium into the projects, get credits, spend them on gear. :)
According to the re-engineering page on the wiki, the [Arc] modifier on crafted space weapons is locked and can't be re-engineered. Either the wiki is out of date (wouldn't be at all surprised) or there's a bug that allowed the [Arc] modifier to be changed in the first place.
Honestly, the best solution in this case would have been to offer a choice, like some of the Recruit and other rewards do. Give players the choice between fleet vouchers or rep vouchers.
