Unable to Acquire additional BOFFs

For unknown reasons I am unable to pick up additional Bridge Officers for my Starfleet character (Admiral lvl65) through any means, the NPC that you can requisition lower grade BOFFs and the Klingon Ambassador NPC in Admiral Quinns officer all the entries in his store are greyed out, I cannot buy a new BOFF from the exchange (I get a green error text saying "Unable to make this purchase. Please try again later") and I cannot get a BOFF through the Omega Faction reputation pather (I ger error "Failed to collect rewards..... Make sure that you have room in your inventory").
My Inventory has space available and my character sheet has two free BOFF slots.
I have only one over character on my account, a half leveled Klingon with only seven BOFFs in his roster and no full inventory or backlog of BOFFs.

I have shared screenshots and tests with Kezo at Arc Games Support and they are at a loss and sent me here.

    Do you have anything in your overflow bag at all (extra duty officers, etc..)? Sometimes that blocks other things from being purchased, even if they wouldn't normally go into overflow.

    Taking a shot in the dark with that one, but might be worth looking at.
