Well, that's why most Starfleet ships outside of the escorts aren't really supposed to have cannons. It never really fits into the ship design. It's why KDF battlecruisers come with the cannons built-in, along with most of their other ships.
I'll echo the opinion that we really don't need more battlecruisers at this time. We have 8-9 battlecruiser models (some with several variants) to pick from in Tier 5, but only 4 raptors (again, some with variants) and three destroyers. We could use 3-4 more destroyers/raptors, and some viable science ships.

One of the big problem areas was the grating red UI that KDF players have to use, and now there will be options to pick from. That, combined with the starting from level 1 thing, will probably boost KDF numbers at least a little bit.

Player-controlled cloaked vessels do not regenerate shields under cloak. The shield power subsystem is disabled while cloak is active. In all honesty, you don't even need the majority of that rep stuff for PvE. It only really factors in for PvP, because you need every edge you can get sometimes. I could PvE with cheaply-obtained blue items and the right BOFF setup and still do well and pull my weight.
That might be the adrenaline making time seem to pass slower, because the Red Alert status is supposed to go away after 10 seconds. However, if you get shot at in any way or are too close to an explosion, or use an ability. . .that will reset the timer and add another 10 seconds of waiting.
