The Hargh'Peng gets a random generic modifier (acc/crtd/crth/dmg) at Ultra Rare and the standard [Ac/Dm] mod at Epic. I have a Hargh'Peng in my standard loadout.
Or an Omega Upgrade + Major Research Boost (2x quality) will give a Very Rare a 40% chance at rarity upgrade. Then it only down grades to 20% if it kicks over to Ultra Rare for the remainder of the Tech Points... :)
