If a weapon cannot miss then it does not even calculate Hit/Miss, and therefore can't benefit from Acc Overflow.
+Dmg should be working to increase the impact of mines, though. Pretty sure I tested that myself at some point.
Sounds like our Mine tables need a thorough review.
While you are at it, check [Radius] for crafted mines as it is currently impossible to create. Please rethink the [Ac/Dm] at epic (maybe swap to [CrtH/Dmg]).

Any specific mines or all mines? I've reported the same for tricobalt with regard to both DMG and PEN.

Fleet Mines MK XII DMGx3, of all types, are the same damage as any MK XII Mine.
