It has been like this since... forever. Or at least since I started playing years ago. Maybe you didn't notice, or it "slid below" when your other dailies are active. But it's been like this for much longer than a few weeks. It's not an error in your game files, so force verify won't fix it.
I like the new background. But some ships are placed too high and are cut. From what I noticed, the bigger ships. Smaller ship are lower and all on the screen.
While I truly wish we eventually get other colouring options (the white is really unpleasant), I highly appreciate that this forum has the proper functionality, like "go to first unread" etc. The nested ARC forum didn't and was sometimes really hard to read.
There was one time when they got a new dev, who reworked the character creation screens. I think they also gave us a free slot to make a new toon to make use of that. I *could* remember wrong, though. And maybe there were other random occasions like that? PS. I'm missing a slot and a lifer too.

Can you try to run the game with Task Manager working? It could be possible that the game is testing your hardware before launching. I had that take even 30 mins on my previous computer. Task Manager would show you if the game is frozen and doing nothing, or hard at work.
