On my ultrawide monitor this happens to every character except my Ferengi, who is at the minimum height. So it's definitely a scaling/character height width. Started happening a few months ago after a big patch.
Workaround: set the top to Odyssey (or any other top with 4 colors) and set color three to the neck color. Then switch back to Discovery top and the color will stay. Though you might have to reset the colors as the palettes are different and they might change.
