Assuming Cryptic doesn't go with the Mirror Leeta plot they originally had planed for after ViL, what would you like the next story arc to be about?
Personally, I would love to see a return to the Delta Quadrant, as I believe that region of space has more stories left to tell in it then the others(probably combined). It could be a "Beyond the Expanse" storyline, where we go beyond the Nekrit Expanse, to explore the last major region of the DQ we didn't cover in Delta Rising.
You could make the story be about the Borg who, after losing their 5 way war between themselves, the Voth, the Undine, the Vaadwaur, and the Delta Alliance, decide to move into the region beyond the Nekrit Expanse to exploit the technologically weaker species there, in an attempt to rebuild their numbers. We could see the Vidiians, the Swarm, more on the Ocampa homeworld, the Kazon being reformed by Jal Karden. Have the Think Tank show up to "help" solve the issue(by exploiting the other race's desire to have the Borg gone) The female caretaker could show up to give us some stuff regarding their extra galactic species. Have a one off involving the Threshold lizard babies, given how often that's been asked.
They could use this as an excuse to redo the remaining Borg TFOs, scrap the Defera Borg battlezone and give us a new one, and make T6 versions of many of the ships lacking them, since most of the non-faction aligned ships missing T6 versions are DQ related.

The Klingon-Cardassian alliance deserves time in the spotlight. Is the terran mirror universe the same as the KCA mirror universe?

It is. Apparently at some point in the 23rd Century after Kirk's trip through the looking glass, the Terran Empire collapsed or was destroyed while being restructured to be less evil by the Klingon-Cardassian Alliance. We know from DS9 that there is a rebellion spearheaded by the Terrans against the KCA. According to STO, the rebellion was so successful that they were able to reform the Terran Empire and go on a rampage, reconquering the majority of the Alpha and Beta Quadrants at least. I really don't believe Admiral Leeta's boast about conquering the entire galaxy, because Terran tech is equivelent to Federation, and she's got quite the ego.

The problem is that STO doesn't exactly do phased instances for social zones very well, if at all. While I agree that New Romulus needs a revamp to take advantage of the Romulan Republic NPCs now available, its kinda hard to try and make a separate map that you access after reaching a certain point in the story. The closest we've seen is NPCs being in different locations based on story progress, as seen during the first playthrough of the Gamma arc. But other than that I know of no instances of a different map being accessable after a certain point.

They did sort of do it with Risa since there is the old map and the event map to choose from when you enter the system. It is not very elegant, and personally I don't see how doing it for New Romulus would really accomplish anything since the outside is supposed to be a sort of battlezone like area where it being a wilderness makes more sense than a civilized city.
Most people seem to stay in command, the shipyard, and a few in the embassy now and then, which are all indoors.
Two different teams. If they were just patching then what would the content creators do for that year while the coders were doing that repair?
Of course, one form of "repair" would be to make the Dominion more than just Odo's expeditionary force by expanding the Gamma character generator to be able to do more than just Jem'Hadar, a tutorial for the resulting leveling races (like Vorta, Dosi, Wadi, Yaderan, etc.), and possibly some missions in Gamma instead of it being little more than an incredibly annoyingly spread out battlezone.
On a smaller scale, since Vorta are clones too they could be made endgame-starting like the Jem'Hadar if there is some problem in having both leveling and non-leveling races in the same sub-faction and generator. At the very least adding Vorta like that would get rid of the genderlock problem (genderlocked races are unpopular enough, but locking an entire demifaction like that goes so far beyond the pale in that regard that I wonder why the devs didn't recognize it was a problem that would cause the present situation of all those vacc suited hornytoads stumbling around like zombies because the players who cannot stand the things just use them as a necessary evil to unlock the vanguard ships or do the non-ground stuff for Gamma recruit for their actually played characters).
Realistically, the mirror universe thing is probably next, though that would sort of feel like they were running out of ideas again and they have plenty of other options as long as they don't try to make it another epic multi-year arc. They could easily do a year of shorter detail missions were it is two or three or more smaller arcs that may or may not have anything to do with each other if they ran out of ideas for the epic stuff (and it would make a good break after the very long string of J'Ula oriented missions and whatnot) for instance.
That said, I expect we'll soon be involved up to our eyeballs in something related to Picard, Discovery or Strange New Worlds...
I miss Star Trek having some GENUINE humour and light-heartedness, instead of just being so serious, maudlin and actually miserable. Why does everything have to be dark and depression? Why not have something fun?
I know that RDMcN hated Captain Proton and a lot of people might too...I'm not saying it's the greatest ever creation in Star Trek, but it could be FUN and provide us with a lot of fun things. A Rocket Pack Kit, Aracnia's Pheromones (oh my, but her costume) and just something playful.
Please? Can we have something that's not just harsh, miserable, cruel and boring?
Maybe make the Antagonist manipulate players into helping them uncover a pieces for a secret weapon by being our friend/romance option and then have them reveal themselves as the real villains at the end of the arc, but rather than immediately turning on us they can ask us to join them, however the only Alliance Members that I can see taking that offer are Sela Loyalists (KDF-Aligned Romulans) and J'mpok Supporters (Klingon Players that hate house Mo'Kai being in charge of the Empire). but we could possibly have Terran Empire spies already within the Federation, have the players that chose to join the villain have the option to kill Madran themselves while the villain stabs Madran anyways if the players refused their offer, also don't make them too friendly otherwise people will catch on to the twist within the first 5 minutes.
while I don't think they would support J'mpok but some players didn't like the fact that Martok didn't become Chancellor, would Klingon rebels work as better term for Klingon Players that would pick the evil/dishonorable route.
Why couldn't it work the same way as beaming to either NR or the Embassy? Just treat the city behind the wall as a completely separate zone. Everything outside the city can stay the same, and you don't get access to the city until you have completed other missions.

We've yet to see a female Gorn. I'd like to think that a playable female Gorn would be sympathetically designed and not just look like Fantastic Four's The Thing with t*ts, but there should actually be one...unless the Gorn are genderless, but then why "male" Gorn?
I never especially liked the KDF faction being forcibly absorbed Gorn and Orions, but it would be nice to see episodes that explain how that happened, etc.
I like Dust to Dust and I'm one of the few people that are requesting 'combat-light' episodes, not a big fan of space combat or ships myself, I prefer ground content since I get play as my character rather than my ship.
A Cardy Arc would be terrific.
the giant Gorns in Qo'noS first city are suppose to be the females but since LD retcon Females into having TRIBBLE there should be a playable female option in the future and actually the Klingons forcibly absorbed the Gorn and Nausicaans, the Orions joined the Empire willingly.
We beat the TRIBBLE out of the True Way, Personally I wouldn't mind helping the Cardassian rebuild their planet and shooting a few Bajorans along the way as long as we get those spiral wave pistols and rifles.
Largely suitable outdoor assets for a Dixon Hill adventure are in the game. The Kentari(?) world we visit has a very 'film noir' vibe to it that would require minimal alterations... That planet seemed to have a lot of effort go into the aesthetics for a tiny segment of the game that is over in five minutes.
Thought the Kentari world was in the 'cyberpunk' genre but 'film noir' also works.
