So...honestly does that matter? Doing 50-100k damage with one single proc...then being boosted to who knows how high...maybe to millions by another wonky console doesn't matter...fact of the matter is if the Plasma Explosions weren't broken they couldn't hit that mark in the first place.

Not being snarky. Not being snide. But I would love to see how some of those who hit such high DPS fare in PvP.
Because again, without wanting to sound insulting, there is a huge difference between fighting stupid, wallowing, lumbering NPC Borg ships which sit their to be shot at, and fighting players who do their utmost to NOT get shot at.
As of right now, PvE folks in DPS 50K+ would win hands down. Well the person that shoots first wins. Competent PvPers have either moved on or became PvE purists and topping charts in DPS channels. This whole argument is pointless. PvP in this game is dead, it has been dead since delta rising. Anyone pretending to PvP right now is kidding themselves. These consoles have been broken since their introduction but Cryptic is unwilling to do anything about it. So who cares...

Point remains; most of that uber DPS comes from shooting at stupid lumbering NPCs in THE most predictable setting in the game. Many of those big, useless, NPCs don't move at all.
I sincerely doubt that the DPS numbers would be as high fighting a player who is doing their best to avoid being shot.
DPS as measured by DPS channel members is just your potential best numbers, the numbers your ship is capable of in ideal situations. At least that's how I view it.
Depending on different maps or situations, you can get higher or lower numbers. For example, a person doing 50k on average in an ISA can spike to 100k+ in damage in a short burst (like in the case of the OP's post regarding plasma explosions) or score as low as 20k in long drawn battles or against opponents with high defense and resists. So to answer your question, in PVP, a DPS'er can potentially do more DPS due to the short encounters in PVP or lower depending on his opponent's build, flying style and luck.
A few months ago, I did not understand why ISA was the chosen map for DPS parsing, but now I sort of do. It's a map where you can easily replicate your runs due to the relatively fixed number of opponents, relatively short jumps between targets and mostly non-stop combat. There are no timegates, no cutscenes and no waiting for enemy spawns. The only real pause in combat is when the BOff pop-up shows up after the initial engagement and even then, a good pilot can minimize that gap to the point that they don't even come out of combat while they head to the first transformer/generator group.
If you run ISA with the same people, or with at least a group with some coordination (tf/if/pulse cycling with minimal overlap) you can get a fairly consistent DPS readout of your ship or setup. That's why it has become the standard map for testing.

Polarons do not have the ability to drain a ship of its power entirely. Phasers do not disable a system for 30s. It is utterly absurd to see a proc doing 30k-50k damage and claim it is balanced. That's PvE to me...it's just gets boring to me after a while having to do the same STF's over and over to get the gear and traits one wants...why even I sorta gave up on a ton of alts (though I still keep a few :P)
I've always found scripted scenarios boring...why I quit raiding long long ago when I played WoW...even raiding gets to a point it's just farming the same old boring scenario over and over. Why I prefer PvP...even if it's the same old few maps it generally isn't the same players using the same exact strategy over and over again. (Well PvP is becoming more like that now because of how broken junk is)
More and more this is reminding me of this quest in ToR, this Republic quest about the broken hydro supplier on Coruscant...some of the players remind me of those 2 kids. They want the game to stay broken because it's the only way they can get big numbers...or *survive* in STO...they don't care if it affects others negatively as long as they benefit from it.

I moved on from PvP long ago and just recently fully embraced the borked mechanics that favor DPS in PvE. And all things considered, I am doing ok now. Still playing, still having some minor enjoyment. It could be a LOT better, but at this point, I'll take what I can get.
Guess I'm on Acceptance stage now.

Actually having run with some of the top DPS'ers in the game, I can tell that they could hit 60-70k+ or higher without the plasma procs. That's hardly "weak".
A nerf on the embassy consoles will most likely hurt the mid-range more than the top-end. Many of the players doing 30-75k will probably be bumped down at least a tier in terms of DPS channel brackets.
TBH I am not totally against power creep because that power creep is helping lower to mid tier players hit harder and accomplish STFs better. Any nerf to these consoles wouldn't hurt the top-end, they'll still faceroll through any of the game's content.
IMO, balancing it for PVP should be either through separation of game mechanics from PVE or normalizing the damage effects of these consoles so they aren't random anymore but a constant damage buff (sustained rather than spike DPS where the overall DPS would remain the same). Unless Cryptic decides to adjust some of the game's elite content, these consoles shouldn't be nerfed IMO in PVE (and that's coming from someone who doesn't benefit from plasma procs).

I get almost nothing out of plasma explosions with 4 consoles. But it is a science ship. I assume you need 8 beams, 5 tac consoles, and double FAW to do anything with them?

You have a 2.5% chance per shot to proc the sum total of your console plasma damage, and then modify that by (I believe) standard crit rate and severity. And it only triggers on FAW. And console damage scales with Mk and rarity.
So, yeah, if you upgrade to epic all the things, keep your FAW up, and your crit rate up, and are likely flying a cruiser with more beam arrays to proc, you can do some crazy stuff with it. Nothing a normal queuer like myself would be doing any time soon.

The spirit of Spock's statement is that the individual shouldn't be valued more than the whole. That one must consider the greater number over the single one. Thus... you've just made an argument for nerfing the console. It's objectively "better" than the alternatives. It's the "right" answer. It's being valued above the whole, people are suggesting that other consoles should be overlooked for this one.
If the needs of the many outweigh the needs of the few than the plasma dopping consoles need to be nerfed in order to restore value to the other consoles, to male them valuable and viable, instead of having this one broken console outshining them.
Balancing them is better for the whole, since it makes more viable options and gives merit back to other consoles instead of relegating them to vendor trash by default since they aren't also similarly broken...

I don't mash keys nowadays, but I'm a Fed engi in an Ambassador. (And a KDF engi likely soon to be in a Qa'Tel.) I'll always be on the lower end of those numbers as long as I'm in my FSCR.
I believe I have a way to settle if they're OP. Run a PvE without your tac consoles but with your [pla] embassy consoles, then run the same PvE without your [pla] embassy consoles but with your tac consoles. If you have a higher dps in the run without your tac consoles but with your [pla] embassy consoles, then they need a nerf.

Sorry apart from the recent videos concerning what has been confirmed to be a bug that already has a fix on the way, I don't know anyone who has hit a million dps.
The fact that those consoles don't crit outside of FAW is a bug though, one that I think should be fixed.

I know it's stupid that I'm still here, hoping PvP might recover one day...but hey, at least the remaining players could learn from my experiences. Cryptic is not going to stop after destroying PvP! PvE is next in line and I'm shocked that so many people refuse to see the truth.
For me, PvE died even way before PvP did. It got really stupid, unchallanging and unenjoyable looooong time ago. Well, maybe that's what you want...
It isn't an insult as much as a statement of fact. No other proc in the game does that. Tetryon weapon proc does not instantly strip the shields from a ship. Polarons do not have the ability to drain a ship of its power entirely. Phasers do not disable a system for 30s. It is utterly absurd to see a proc doing 30k-50k damage and claim it is balanced. That is pure unadulterated idiocy.

That's PvE to me...it's just gets boring to me after a while having to do the same STF's over and over to get the gear and traits one wants...why even I sorta gave up on a ton of alts (though I still keep a few :P)
I've always found scripted scenarios boring...why I quit raiding long long ago when I played WoW...even raiding gets to a point it's just farming the same old boring scenario over and over. Why I prefer PvP...even if it's the same old few maps it generally isn't the same players using the same exact strategy over and over again. (Well PvP is becoming more like that now because of how broken junk is)
More and more this is reminding me of this quest in ToR, this Republic quest about the broken hydro supplier on Coruscant...some of the players remind me of those 2 kids. They want the game to stay broken because it's the only way they can get big numbers...or *survive* in STO...they don't care if it affects others negatively as long as they benefit from it.
Guess I'm on Acceptance stage now.
So I won't complaint about this, as I would, back in the day. Glaring bugs will be addressed, but in the end, balance will never be a thing in this game.

Actually having run with some of the top DPS'ers in the game, I can tell that they could hit 60-70k+ or higher without the plasma procs. That's hardly "weak".
A nerf on the embassy consoles will most likely hurt the mid-range more than the top-end. Many of the players doing 30-75k will probably be bumped down at least a tier in terms of DPS channel brackets.
TBH I am not totally against power creep because that power creep is helping lower to mid tier players hit harder and accomplish STFs better. Any nerf to these consoles wouldn't hurt the top-end, they'll still faceroll through any of the game's content.
IMO, balancing it for PVP should be either through separation of game mechanics from PVE or normalizing the damage effects of these consoles so they aren't random anymore but a constant damage buff (sustained rather than spike DPS where the overall DPS would remain the same). Unless Cryptic decides to adjust some of the game's elite content, these consoles shouldn't be nerfed IMO in PVE (and that's coming from someone who doesn't benefit from plasma procs).

No, its an insult. And that's not even going into what gamedev would think about balancing stuff around outliers obtained by top end players.
You nerf plasma consoles and you nerf any ship that's sci console heavy. Where's that leave them compared to tac console heavy ships? That's not words in your mouth, that's actual fact.

You have a 2.5% chance per shot to proc the sum total of your console plasma damage, and then modify that by (I believe) standard crit rate and severity. And it only triggers on FAW. And console damage scales with Mk and rarity.
So, yeah, if you upgrade to epic all the things, keep your FAW up, and your crit rate up, and are likely flying a cruiser with more beam arrays to proc, you can do some crazy stuff with it. Nothing a normal queuer like myself would be doing any time soon.
Except Sci ships are generally based on Part Gens...including some based on torps...which don't get much bonus from the broken proc...plus less weapon slots = less procs. These new research lab consoles would be better for a Part Gen build anyways...
Who cares if it's the .01%? It is still insane...you telling me a 100 million dps is balanced? if it takes them 30 seconds to clear a Advanced then we're back to what...the 3-4 minute elite runs we had pre-dr?
Yes because a near 1000% increase to dps is logical no matter if the elite or the average hit it...
That crazy million dps thing is not because of the plasma embassy consoles or it would have happened since the fleet embassy is in game.....
It's something else that is completely broken....
The spirit of Spock's statement is that the individual shouldn't be valued more than the whole. That one must consider the greater number over the single one. Thus... you've just made an argument for nerfing the console. It's objectively "better" than the alternatives. It's the "right" answer. It's being valued above the whole, people are suggesting that other consoles should be overlooked for this one.
If the needs of the many outweigh the needs of the few than the plasma dopping consoles need to be nerfed in order to restore value to the other consoles, to male them valuable and viable, instead of having this one broken console outshining them.
Balancing them is better for the whole, since it makes more viable options and gives merit back to other consoles instead of relegating them to vendor trash by default since they aren't also similarly broken...
You're saying the needs of the one outweigh the many, that one console should remain broken and devalue the rest. And why? Because it benefits you personally, again... your focus on the one and self-interest. And for what? Sub-elite content doesn't require the type of damage these things put out. You claim you're an "average Joe" and thus not a min-maxing DPS junkie who is in virtual competition trying to pump your DPS meters higher than another's. You're not PVPer.
So you don't need this damage, you just want it because it makes PVE go faster for you. It's... convenient. Meanwhile it's ruining balance. Destroying PVP (moreso anyway), and making a lot of gear worthless, thus devaluing many options, drops, crafted items, etc.. So it's a MAJOR problem for some people, and a slight benefit for you... and you want it overlooked, again favoring its few benefit over it's many problems... once again, putting the few/one before the many...
You're quoting the line, but you're not adhering to the spirit of it. You're using it out o self-interest and trying to make it apply to a scenario where it's antithetical.

I don't mash keys nowadays, but I'm a Fed engi in an Ambassador. (And a KDF engi likely soon to be in a Qa'Tel.) I'll always be on the lower end of those numbers as long as I'm in my FSCR.

Thank you for posting this. Providing PvE logs helps provide some needed context. I'd do it myself, but I neither use these consoles (or Energy weapons, for that matter) nor do I parse.

I didn't say the Plasma Consoles were...I'm just speaking to the people who seem to be okay with people reaching million of dps...the people who don't care how broken things are as long as it benefits them...that they need to use as a crutch.
Million dps or not there is the fact that people can get 50k damage from a single proc on a easy to obtain and cheap to upgrade console...that's broken, especially since it only works on FaW but *magically* doesn't seem to work like that on any other type of weapon buff!
The fact that those consoles don't crit outside of FAW is a bug though, one that I think should be fixed.
