Cryptic has already, and did very early, confirm that PvP never had much attention from the playerbase, even in early testing.
Dedication two full seasons to PvP would be nuts from a "luring in customers" standpoint.
Now I would not mind a season that was 70-80% dedicated to PvP development... I'd even go as far as say "it would be about time", but more than one season at this point, is just... wonko.

I think CBS is going to announce a new Trek TV show set in the STO universe and the game will be tied to it, similar to the game / TV show combo that is Defiance.
Whilst it works for the purpose of this game, I think the current story is too messed up to feature in a TV show; especially as we're only ever in 2409 and a TV show would need to advance in years.
There is too much going on within STO to focus on a TV show, add to that, many fans (who aren't players of this game) would go ape **** at the way the story has progressed.

is that a joke? you cant honestly think they will announce the next year and a half of content updates when season 8 is not even here yet, and have those updates all be about one aspect of the game, which is not even that popular?
Yes PvP needs a major overhaul and deserves part of a season at the very least, but its unlikely it will ever be the selling point and be mentioned at this stage as an announcement.
I will be the first to admit that I am an "on again-off again" player. However IF the announcement is truly EPIC, and IF we take into consideration some of the other underlying events that have taken place in recent months, then this is the logic behind what I think the announcement is.
1) There have been at least two hardware system updates that I know of.
2) Judging from some of the information I have gotten from some of my fleetmates that are long time (beta-stage) players there are obviously problems keeping the player base steady.
3)We all know that for a good while now Cryptic/PWE have not exactly been ignoring player requests for content but what players do request is either not within the abilities of the core game engine, not permissible by CBS, or not supported by a large enough contingent of the player base.
In conclusion I can only guess one thing that would be TRULY UNABASHEDLY EPIC!
With the various hardware and software updates I would guess that Cryptic/PWE are going to announce that over the course of 2014 they will be working the replace the core game engine with a newer version that would allow them to expand STO in ways not possible before.
Honestly, I have read many many posts about people wanting this or that. Posts demanding bug fixes etc. The one overriding issue I can see with doing at least some of these things comes from my experience in programming. Sometimes you can only fix a piece of programming by converting the whole smash to run on a different core software.
The core software you start out with never seems deficient when you first start using it but after a few years the faults begin to present themselves at alarming rates!

There was a poll in which players decided what "themed" content they wanted coming up. I encouraged many to pick Enterprise and it unfortunately lost to DS9. The overall winner was Voyager. And Branflakes already said there was some Voth content coming up.
Then the DEVS selected some popular / well known races from the delta quadrant, and the winner was the Krenim.
Hopefully I'll come back from my break; this break is fun; I play intellectual games.

An agreement has been struck and you can now play that scene, and capture King Kong in STO.
You and your new pet Kong, decked out in the new Mark XIIII Skull Island/Big Apple ground set, can fight and beat dinosaurs, even those with freaking lazers on their head, in space.
