Perhaps i have you confused - you provide the PvP community with so much info/data it's hard to remember.
Much of my work is premised upon the work of others. Back when I was looking at shield damage reduction stuff, I'd always try to credit Hilbert. With the energy weapon stuff, I'd try to always remember to credit Bareel. With the stealth stuff, I always try to point to Bort's posts. Some of it is just repeating what was said to make sure as many folks as possible know the mechanics better, some of it involves additional testing, and some of it is just presenting both in a manner that might be easier for folks to consume the knowledge.
There are things I can't remember if I just figured it out or read about it back in Archived Post Land years back...which I can't really credit folks for if I should be.

There was somebody that was obviously using it in a Haakona last night though...but to me, it was no different than anybody else that invests too much in their shield healing...just another target popped with full shields. Taking somebody from 100-0 on their shields doesn't kill them...taking them 100-0 hull does.
Cryptic however may decide to take action sooner if enough people realise that they can't possibly score firstplace in fleet events when a ship with valdore console is present in the team.

I am in the same boat remember - Fleet T'Varo torp boat - I only use the Valdore console in PvE - so that is why earlier in this thread I was somewhat confused. Being a Transphasic torp boat bomber -shields are meaningless - I watch out only for hull - SIF, Polarize Hull, Brace for impact - so I have not noticed what an "op" console that many are complaing about.
nothing beats the surprize and panic on a tacscort when they just blew someone up and have full shields and hull and I decloak and on the first pass take 1/2 their hull away.
The unskilled players will try to run - bad move I can catch you - the good players will instantly go on the attack.
There are abilities/consoles that have hull heals attached to them. The Borg 2 piece set and the romulan embassy console comes to mind off the top of my head.
The Borg 2 piece set is too slow, never bother with it and it comes with a super low capacity shield. Never understood why anyone in their sound mind would sacrifice a big chunk of protection for so little auto-heal. When a Fleet Dhelan decloaks at point blank, which has 5 tactical consoles spaces slotted with MK XII purple X 5 and armed with every trans Torp enhancement out there like Breen 2 piece set, Rule 62 console and a base critical chance of 22% - you know shield or not, that target is in trouble. For a true alpha, I would pre-buff 1 TS3, along with a TS2, then after the first TS3 is shot, get ready to shoot a 2nd TS3 - all within 5 seconds of decloaking because the ship has 4 fore weapon slots. While the target is suddenly bombarded heavily by these 100% accuracy Torpedo Spreads, the target is then hit with jam sensors which caused him to be unaware a trans cluster torp, along with 14 trans mines (dispersal pattern Beta 3) are heading his way for a total of 24 mines each with a post-shield direct hull damage around 1700. Do the math 1700 X 24 , about 40K in net hull damage without even any crit. Damage resistance would have already been wiped out completely by Sensor Scan 3 and if APO or EptE is used to escape, Subnuke will be immediately activiated so that the target has no chance of escaping. All this happens within 10 seconds of decloaking, making any proc heal from the Borg set or Embassy consoles completely irrelevant - the damage is too much too quickly. You'd be lucky if any of your teammates have the time to do anything to aid you in such a short span of time. Of course with such a high crit close to 1/4 and crit severity hitting the 100%, this new form of Alpha is modified from the BoP version using only projectiles but with very few ways of dodging when used by a Sci Captain. It would make the Borg 2 set, any Embassy console and the Valdore console totally useless.
Aaaand the pvp players try to take the shiny away from the pve players yet again.

It's just because in PvE - ships and consoles are not used/pressed to even 1/2 their potential - so something that is powerful in PvE will be uber powerful in PvP.
It's a very hard balance and since Cryptic is raking in so much money off of LoR - I suspect that balancing the Valdore console is WAYYYY down the list of things to change.

Then "tufty eyebrows" engages me... and i unload on him. Like magic he takes no damage...
but i died almost instantly, the same result id expected my squared on alpha strike to do to him. funny isnt it? i spammed out my buffs and attack specials... he took not a scratch. he spams out his (note we arent even dogfighting, we pretty much head to head chicken because he was being so smug).... and i didnt even move him... yet im roast.
Maybe if the normal result of one of us dying with the other at 30-40 percent hull with a facing down had happened, I might think this was legit. But we know it isnt...
Yet somehow everyone else in the fight... I could damage severely or kill... hmmmm
Oh and the hilarous moment when he started using epta to pop my cloak 20-30k away so he could find me and stop me from killing everyone else... yeah that was amusing too. (glad thats fixed now)
Oh and the part where he had four people on him by himself while the rest of the group was sitting over on one of fed logos (it was a cap and hold map) chilling... made my whole day. Especially when i killed two of them.

Even though I don't use this console, I kind of like this idea of having some Escorts going totally banana over this single console. Maybe it would even force them to think about something other DHC for a change.

Just joined and finished an existing game of Crystalline Entity with my Fleet Mogai (with Valdore console) where someone apparently left during the fight. The Entity was at 16% when I arrived. It took less than a minute to finish it off.

As long as sales data shows Valdore sales increasing or going steady - there won't be much reason to make any adjustments to it - despite anything said here.
This explains a lot of what I have been seeing a certain few individuals doing in pvp that they should not be able to do.

1 on 1 - with a proper boff layout and decent gear - an Excel- especially a Fleet Excel is almost impossible to take out.
It is without a doubt the toughest Crusier in the Game - a skilled captain at the helm and you need 2 attackers at least.
No Valdore console needed - even if it could be equiped. In a match - with weaker targets around - your just wasting time and ammo going after the fleet excel - especially alone.
A friend just got 5+ million healing with it by itself.

Hah, yeah that was pretty ridiculous (hilarious?). I was in my Recluse with every boff ability, all skill points, all doffs, 3 emitter arrays, 2 sif generators, best healing deflector in the game, and 130 aux power all just for healing. He has this one console and out-heals me by 1 million points just from shooting at people.

the simple fact is this, the members of certain fleets that like to troll others in pvp with their "leet sploits" that give excessive advantage (granted this one was a severe oversight by the devs, which is why we are discussing it and this hasnt been reported through the gm's or anything)
I watched these members use the console to gain extreme advantage. As of now there is "nothing wrong with that, it was put in by the devs"

Quite frankly if anyone who was using it comes forward and says TROLOLOLOL I BEAT U WITH IT. So be it. Im glad you were able to beat my non-fleet ha'feh with mk xi blue weapons and no rep or special gear of any kind. Kudos to him for requiring that much assistance to be competitive in pvp. The EpTA exploiting was awesome too, when i was killing everyone else present no problem (u mad bro?) actually playing the profession correctly (ended up with 5 kills via skill vs 6 deaths via epta from 40k + the console), instead of crutching on a bad mechanic. *golfclap* Thank god at least the epta problem has been fixed.
The point is the item should not be as powerful as it is. We all know that any self respecting min/max pvper or player is going to use every possible advantage to "win"
This particular advantage is game breaking and beyond the scope of anything else. The fact it takes a GROUP OF PEOPLE TO KILL ONE PLAYER (and in most cases not even then!) just because the ship is equipped the way it is, needs immediate addressing.
This isnt anywhere near a fair fight. Id rather take on two bugships at once than ONE rom ship equipped with this thing. That is how imbalanced it is.

That T'Varo could have taken a turrent shot that would have done 500 dmg - the console proc'd and gave a 100k shield heal.
so the guy could have had 10k per facing and would have been down to 9500 - but the console gave 100k heal - so the facing went back to 10k - it shows 100k heal - but in reality he only got 500 Hundred shield heal.
They are missing the point intentionally lol.
It's more about 'My main Char/Ship cannot equip this so I want it nerfed!'.
The Dev's can easily check a user/posters primary ship by play time and play zone and see who is putting forth a greedy argument.
As for the console itself, you are correct in that the heals are sporadic when the 2.5% does happen to proc and more often than not your shields are going to be near full strength (i.e. procs during an Alpha but not again for ships B & C launching counter attack on you). Proc rate and strength of healing seem fine for the random nature of the console.
And just in case you ask, I have the console and removed it a week ago because of the unreliable nature of the heals when I really needed them. Something again a Dev could confirm if wanting to verify people's arguments for and against.
Honestly folks, if you cry about every console that you cannot equip on your primary faction/character ship (ala Leech) then the game will become very boring when everyone equips exactly the same Weapons, Consoles etc and all we have left are cosmetic ship skins.

The console is not op for sure and its lame that ppl come up with stories and motives to nerf it.
Devs pls dont nerf it and leave it as it is.

Nerfing the stupid console is the only reasonable thing to do.
Except for the fact that wasnt the ship being used. The player I was fighting was in I believe a Mogai Refit.
lets be real. only a rom ship can use the console, i along with at least a dozen others in this thread have seen the evidence for ourselves
the simple fact is this, the members of certain fleets that like to troll others in pvp with their "leet sploits" that give excessive advantage (granted this one was a severe oversight by the devs, which is why we are discussing it and this hasnt been reported through the gm's or anything)
I watched these members use the console to gain extreme advantage. As of now there is "nothing wrong with that, it was put in by the devs"

Quite frankly if anyone who was using it comes forward and says TROLOLOLOL I BEAT U WITH IT. So be it. Im glad you were able to beat my non-fleet ha'feh with mk xi blue weapons and no rep or special gear of any kind. Kudos to him for requiring that much assistance to be competitive in pvp. The EpTA exploiting was awesome too, when i was killing everyone else present no problem (u mad bro?) actually playing the profession correctly (ended up with 5 kills via skill vs 6 deaths via epta from 40k + the console), instead of crutching on a bad mechanic. *golfclap* Thank god at least the epta problem has been fixed.
The point is the item should not be as powerful as it is. We all know that any self respecting min/max pvper or player is going to use every possible advantage to "win"
This particular advantage is game breaking and beyond the scope of anything else. The fact it takes a GROUP OF PEOPLE TO KILL ONE PLAYER (and in most cases not even then!) just because the ship is equipped the way it is, needs immediate addressing.
This isnt anywhere near a fair fight. Id rather take on two bugships at once than ONE rom ship equipped with this thing. That is how imbalanced it is.

Weather or not the numbers are reporting correctly, (i.e. showing 100k heal when you only have 30k shields to be healed) makes no difference what so ever. Its is a ridiculous argument with little or no bearing at all on the actual issue.
It heals shields to full.
Its heals are larger and come more often than a sci team 3 or transfer shield strength three given by a sci captain fully specced to heal running full aux and shield power and multiple shield emitter consoles.

That alone should be all the information you need to make a decision about weather or not this console is, in fact, way over powered.

P.S. it was given on a t3 ship almost no one would have ever bought because you are literally in a tier three ship for about 6 hours of gameplay. If that. Thereby ensuring multitudes of sales for this otherwise absolutely useless space ship.

They are missing the point intentionally lol.
It's more about 'My main Char/Ship cannot equip this so I want it nerfed!'.
The Dev's can easily check a user/posters primary ship by play time and play zone and see who is putting forth a greedy argument.
As for the console itself, you are correct in that the heals are sporadic when the 2.5% does happen to proc and more often than not your shields are going to be near full strength (i.e. procs during an Alpha but not again for ships B & C launching counter attack on you). Proc rate and strength of healing seem fine for the random nature of the console.
And just in case you ask, I have the console and removed it a week ago because of the unreliable nature of the heals when I really needed them. Something again a Dev could confirm if wanting to verify people's arguments for and against.
Honestly folks, if you cry about every console that you cannot equip on your primary faction/character ship (ala Leech) then the game will become very boring when everyone equips exactly the same Weapons, Consoles etc and all we have left are cosmetic ship skins.
