Heh ... I wondered when this topic would pop up here. I already predicted over in the Romulan forums that a nerf for this console is very likely. My statement immediatly infuriated many players, who then came with arguments like 'duh, then BOff healing powers must be overpowered as well' in an attempt to downplay the valdore healing proc.
I bought the Valdore two days ago and my Fleet Mogai is since then invincible as long as I'm shooting something. I was wrong with my assumption that this console could be fitted on any ship (only on warbirds apparently, so we won't see any Bugships using it) but still this doesn't make it less overpowered in any way. The damage-based healing volume of +200% is over the top and procs way too often.

As Stirling already stated multiple times in this thread the console always procs, regardless of what you hit, be it hull or shields. You can easily test this yourself by just joining an STF and shooting at the gate or transformers (both don't have shields which could be drained and they still initiate the proc).

Look at the proc the console gives your weapons. It's doing exactly what it says it should be doing. The only "functioning as designed" problem is it's interplay with BOFF abilities yielding more healing than the current scaling says it should be yielding.

I really was not noticing in PvP - running a Fully spec'd Transphasic torp boat i am by-passing shields so I don't notice. I only pay attention to hull. And I don't use the console on the torp boat for obvious reasons.

And i run a full energy DHC/DBB/Turret setup so I have to watch shields. I know what my damage normally can do, and when i dont see an arc move a micron at the same time I see no RSP up or anything else out of the usual it makes me question it.
Basically the only real counter, having had transphasics brought up, would be a group of dedicated hull eaters, because if there is even one guy that knows how to do serious damage in that group using this console, he will obliterate everyone around and be completely unkillable in the process. I sometimes wonder if Cryptic tests this **** before they release it.

As I said it was my mistake - BUT - in PVE your targets don't have shields(gens/gates/trans/CE - etc etc) - or their shields are gone very fast. They don't have shield heals only regen - so how do you keep the console useful in PvE?
So is it just shields or shields and hull?

There is a combination of defensive tactics such as shield power level, EptS, TSS, Singularity inverter, and etc that can make sure shield resist to damage reaches the maximum of 75% easily. Although technically an escort, in truth I am really a Sci captain, my fleet Dhelan has all of the above, with both EptS and TSS being Lv 2, not just 1. I can also degrade your damage with sensor scan and use scattering field if necessary but more likely than not, it won't be necessary because the smartest thing is simply to outmaneuver you and render your DHC completely useless. All said and done, even if you can reach 10000 DPS per sec, with shield resist, that will be reduced to merely 2500 in damage, not including the shots that will be missed due to Dhelan's innate high defensive value from its unique console set bonus. So if I further hit subspace field mod + Evasive, my Defense would reach 125 even with the cloak off or 175+ with cloak on. So no, your high DPS will likely drop far below the 2500 per sec to maybe 1200 or so, like nothing at all. And my ship also contains FB2 so as Sci captain, you will be rapid firing me at your own peril due to trait, Conservation of Energy. I have seen bug ships shooting themselves to death way too often as a result, it almost sounds like they have no idea what Feedback Pulse is and kept hitting harder and harder until they blow themselves up.

i played an arena last night with above named player and he died at least twice, and that's with me healing his hull for over 400k.
as another poster mentioned, it only procs if the person is firing their weapons... target them... viral, stay behind them so it doesn't proc as hard. there's a ton of ways around it.. not to mention, o wait i'm about to, bleed thru builds... shields are getting to be irrelevant anyway.

As I said, I know what my damage is. I am comparing the damage I was doing to the couple guys I know were using this, versus every other pvp match I have been in.
And... your solution to fix this in pvp is to effectively avoid pvp altogether? cloak and run away? So youre basically advocating everyone becoming a Bop or Defiant hit and runner. That seems very asinine to me since you are blind queueing vs people. Why should I have to fundamentally change my entire game plan because one or two guys are exploiting the **** out of a poorly designed item?
The solution is obvious - devs need to rebalance this, and in the meantime pvp overall suffers. Both of us know that within a weeks time every romulan pvper that reads these forums is going to be using this tactic.

The numbers are misleading in that it cant' heal more than your shield capacity would allow. So at best, the Valdore will have about 10000 at each shield facing, assuming no field generator used.
It's only an issue to DHC based Escorts who obviously see this as OP. But if you are a little more creative in your approach, you can easily counter such ship with many other tactics. VM was mentioned as good alternative. I can also add Graviton Pulse to lock the ship and root it, which cannot be countered with APO. You can also do the old fashion Alpha off cloak, which should down its shield facing quick enough but away from his DHC arc.
I remember flying the Valdore at Lv 22, using that console and I was easily beaten by Lv 50 Sci in my fleet. Granted, he was 28 Lv higher than me but it shows the console is not invincible. His spec includes tractor beam mines and heavy user of VM and Photonic fleet. I was stuck most of the time that the console had little opportunity to proc.

Im actually trying to figure out why exactly a rom ship even needs another method for self healing anyway. They have typical boff layouts for the usual skills, they already have the extra heal from the singularity they could select... why do they need that too? Considering how much damage a well specced rommie escort can already do, it just doesnt seem sensible to add even more survivability to them. I mean they all come standard with battle cloak on top of it all. Its almost like the devs intended to create a half dozen alpha ships that when put together the way people have been the last few days... become the new pre-cu jedi of swg lore or dks of wow.

Don't know who you are talking to, but since I was the one saying I'm basically invincible with this console you are probably talking about my post from last page. However I wasn't playing PvP last night, so we couldn't possibly have met. Also I don't run this console on my Fleet Mogai anymore when I'm in PvP. I only tested it once for a single engagement and shield healing numbers between 10k-50k kept flickering across my screen. If this is not OP, what is it then?

Using of it will hide you and make that ship unable to focus fire you because it can't detect you. If I was facing such barrage of attack, my instinct would tell me to duck away and escape from the lines of fire, it is the only logical thing to do. One way or the other, any reasonable person would not root there and let themselves be shot to death several times over.

i played an arena last night with above named player and he died at least twice, and that's with me healing his hull for over 400k.
as another poster mentioned, it only procs if the person is firing their weapons... target them... viral, stay behind them so it doesn't proc as hard. there's a ton of ways around it.. not to mention, o wait i'm about to, bleed thru builds... shields are getting to be irrelevant anyway.
sure, the need for rsp is reduced, but those that depend on a proc to survive are fools.
this console is powerful, but by no means overpowered... just because it says it healed your shield for 100k doesn't mean it did,,, who has a 100k shields anyway. the numbers are just misleading.
As I said, I know what my damage is. I am comparing the damage I was doing to the couple guys I know were using this, versus every other pvp match I have been in.
And... your solution to fix this in pvp is to effectively avoid pvp altogether? cloak and run away? So youre basically advocating everyone becoming a Bop or Defiant hit and runner. That seems very asinine to me since you are blind queueing vs people. Why should I have to fundamentally change my entire game plan because one or two guys are exploiting the **** out of a poorly designed item?
The solution is obvious - devs need to rebalance this, and in the meantime pvp overall suffers. Both of us know that within a weeks time every romulan pvper that reads these forums is going to be using this tactic.

I'm sorry but put this console on a ship of someone that knows what they are doing and yes it is a massive advantage.
No one said invincible... I think what is being said is that ONE console... is putting out more shield healing then a Sci ship healer running 130 aux with TSS 3 and 2. Its sort of a joke and over powered.
The haling percentage should be something around 50% of the weapon hit... not 200% which is plain silly.
Your argument that you can VM them or target there weapons ect... is just plain miss informed. I am sure when the Shield distribution doffs where completely over the top OP it would have been reasonable to simply say its countered by shockwave and tricobalts so that they can't push brace for impact. lol
The numbers are misleading in that it cant' heal more than your shield capacity would allow. So at best, the Valdore will have about 10000 at each shield facing, assuming no field generator used.
It's only an issue to DHC based Escorts who obviously see this as OP. But if you are a little more creative in your approach, you can easily counter such ship with many other tactics. VM was mentioned as good alternative. I can also add Graviton Pulse to lock the ship and root it, which cannot be countered with APO. You can also do the old fashion Alpha off cloak, which should down its shield facing quick enough but away from his DHC arc.
I remember flying the Valdore at Lv 22, using that console and I was easily beaten by Lv 50 Sci in my fleet. Granted, he was 28 Lv higher than me but it shows the console is not invincible. His spec includes tractor beam mines and heavy user of VM and Photonic fleet. I was stuck most of the time that the console had little opportunity to proc.
Is it OP? Hard to say, to some I guess and I can see an argument be made to say it's op. My concern is if we open the door for the next series of nerf, what's next after that?
Im actually trying to figure out why exactly a rom ship even needs another method for self healing anyway. They have typical boff layouts for the usual skills, they already have the extra heal from the singularity they could select... why do they need that too? Considering how much damage a well specced rommie escort can already do, it just doesnt seem sensible to add even more survivability to them. I mean they all come standard with battle cloak on top of it all. Its almost like the devs intended to create a half dozen alpha ships that when put together the way people have been the last few days... become the new pre-cu jedi of swg lore or dks of wow.

Don't know who you are talking to, but since I was the one saying I'm basically invincible with this console you are probably talking about my post from last page. However I wasn't playing PvP last night, so we couldn't possibly have met. Also I don't run this console on my Fleet Mogai anymore when I'm in PvP. I only tested it once for a single engagement and shield healing numbers between 10k-50k kept flickering across my screen. If this is not OP, what is it then?
