I gather their policy WAS the opposite. You can play with people and join guilds but you have to announce it for transparency's sake.
Thats just the thing though, no one should even KNOW their playing with a Dev, the fleet members included. If they didnt even KNOW, then theres no chance they would ask for any special favors.
