That is whacked, White Knight. What is your game install directory doing in the Public user's folder? By default the installer should point to Program Files or Program Files (x86) for 64-bit OSes.
Connelli, your PCI listings look good. Have chipset drivers installed and everything.
As TallBear mentioned earlier, disabling ambient occlusion might be the ticket. You can also change settings for your video card globally and have them override application (game) settings as well from the NVIDIA control panel.

If I ever get back into the game I'll run fraps . I got a really bad case of "rubber-band" effect. Jerking back and forth. Known issue hopefully this will be fix in the maintenance period.
Connelli, I don't know what framerate you should be getting, but with your configuration, I can make an educated guess. At 1024x768, I can easily guess that you'll be getting more than 60 FPS, well over what your monitor is capable of displaying. You can easily run your client at 1280x1024 (your monitor's native resolution) with a GTS 250 and at high settings.

Yup. I've seen the reviews of it for gaming, as they were testing a 1st-person shooter. 30 FPS on average, with a 40 FPS peak. But any graphically-demanding areas and the FPS dipped to 20s.

Out station 70 fps, In station 15 - 30 fps. After disabling Ambient Occlusion 25-50fps especially with I am running. Really suck in station. The maintenance cycle really help. Little to almost no Rubbermaid effect.
My nVidia GeForce 9400 GT seems to be doing fine. I'm surprised that I didn't have to change anything (knocks on simulated woodgrain console) in my video settings to get the game to lauch. That's a first for me in a beta.
I'll have to take a look at my FPS tonight. Maybe I'm being to liberal in my beta tolerance.

Now i get around 30fps mostly everywhere on foot, but i still get 14-20 fps in the crowded area of Vega Colony (Near Commander Kelly).

I'm sure it's just the game. When X2 The Threat came out even systems with 8800 GT SLI had really bad FPS. It took several patches to fix it. I had really bad Rubbermaid effect till after last night maintenance cycle. Give them time they'll fix it.
Both machines manage to run in 75% settings without ANY problems. The AMD has trouble with 100% settings in Stardock.
An odd thing I found was that when I change resolution from 1600x1200 to a lower 4:3, the FPS drops dramatically... any idea on that?
And the 8800 GT is faster than the 7950. What's your point?

Make sure your PSU support it. If not you'll need a new PSU. General a 450W PSU can run it. Read the card's box for sys. req.

These minimum are not really accurate I think... I've tried STO on 2 different computers:
AMD 64 X2 3800+ // 2Gb // WIn 7 64bit // geForce 8800GT 512Mb // 1600x1200 resolution
Intel P4 3Ghz // 1Gb // Win XP 32bit // Radeon 9800 XT 256Mb // 1400x900 resolution
