Cryptic needs to just stop calling this an expansion pack; they're abusing the term. An expansion pack should be a full campaign, not an alternate tutorial with a ship pack.
You are forgetting that its not only the ToS stuff, but theres also a full story arc for everyone + new queues + new rep + new specialization.

LOR started out with about four times that amount of content with full leveling arcs for two factions and some of the best gorram writing in this game, new reps, and an adventure zone, and DR had at least double that amount of content, a level cap increase, and new advancement mechanics.

It's a lot of silly "well I can't say with any kind of specific language" (because otherwise that's PR spoiled and a developer pissed) but we're probably looking at a continuing arc set in other time periods where the player takes up the role as a temporal agent. And that's probably where the word "Agent" comes in for the name of the expansion.
Want more? Wait a few weeks, I'm sure there's going to be some blog posts. You're not going to get anything more official now, no matter how many times you stamp your feet.

if that's true that's a good thing I guess, I won't feel so bad about not using the character after I have all of the account rewards from the recruit event.

Would that be reasonable in any way? No, because "what we know" is obviously incomplete, and it's worth keeping in mind that the summer event is very likely happening before AoY.

Known unknowns include the stats of the Vorgon ship, and what mission/s will include Scotty and Leeta.

I can't say I'll be upset if there's only 6 missions in the basic TOS faction story line. I think the reality people have to realize is that the entire thing is really just a bone to be thrown at a small but very vocal segment of STO's fanbase that has been begging for old school Trek stuff for years. With the main story line moving into the Temporal War arc, there's finally a sensible chance to throw that bone.
But a bone is all it is, and all it was ever going to be. I mean come on. We're on the edge of 50 years of Star Trek. On the one hand, alright 50 years and the franchise still lives. On the other, holy TRIBBLE this is scifi from the Golden Age, and like a lot of scifi from the Golden Age it kind of looks like TRIBBLE to anyone who didn't live through it (and talking about rose tinted glasses, TOS hasn't held up well with time and even when it was new maybe half the episodes were any good).
I said it before, and I'll say it again until someone proves me wrong...
They (cryptic) are doing the best that they (cryptic) can (are able to do).
It's physically, financially, managerially, culturally and organizationally impossible for Cryptic to do a better job on this, than they're already doing.
