Yes, it is, because the model maker MADE A MISTAKE in assuming it would be the same size as the prime universe version and then was told otherwise too late to completely re-skin it.
And a boneheaded creator decision it was.

Irrelevant. The VFX guy produced a canon on-screen size for the ship. The writers intent is immaterial. It's not canon if its not onscreen.
You'll also note that the same smaller size is born out in ID as well. So clearly the writers couldn't have been that insistent about it.
So as it stands, the AR Constitution Class is around 350 metres and the Dreadnought Class around 750 metres. With one scene blown up by 200 or so % for dramatic effect. That's canon, the onscreen picture you see with your eyes, that's canon.
Lines in a script, on on a drawing, or in the head of a writer, that's not canon.
Norway and Yeager dammit... I still want my Typhoon and Jupiter though. JJ Trek The Kelvin Timeline is just Trek and it's fully canon... get over it. But I still prefer TAR.

You think this can be kitbashed? I know we are actually talking about the Excalibur/Exeter here, but they aren't that much larger than the TOS Connie, which means that a kitbash with JJprise parts will look... I'll be tactful and say odd.

Possibly true, but there's still no t6 Excalibur, nor statement from a developer on why it cannot be done... So the thread is not finished. Given things, I doubt we'll ever see one now but until we have one or the other of the listed criteria this thread isn't dead.

While I've speculated that the Connie-family of skins is locked up because of non-compete clauses with the movies, the best sign that the glacier may be cracking is the inclusion of the T1 connie in the new expansion companion pack. Cryptic is deliberately putting all eyes on the iconic TOS ship and they have to know that'll only increase interest in being able to experience the fantasy of flying her with endgame/T6 stats.

No. The Monarch Venture Bellaraphon Cochrane Celestial Envoy and the other Intrepid hull were untouched.

In fairness to everyone here, this discussion has included a lot about the Exeter and the Vesper as well. Neither of which are Consitution class vessels. They both fit the same criteria the OP pushed forward and even the OP has weighed in quite a bit on the potential for the Exeter to be an end-game variant of a T2 cruiser in both this topic and many others over the years.

See, that is what I don't get with these 'Naming and Shaming' Avatar changes. What is the difference between the 'Jail Bars' moniker over your Avatar and the 'User Banned Please Carry On' Avatar as far as what the effects are.
I know why I don't mention it. These forums still use BBCode and are kind of dated even after all of the upgrading and integrating with Arc. So I mean, we're just one more upgrade/reboot/fiddle away from that breaking too, so it's not a functionality I put much stock in.

For the record the warp core of the TMP Enterprise took up a substantial amount of the secondary hull's interior anyway.
Well, since the T-1 Connie practically got rebuilt from the ground up, perhaps the Excalibur will get the same treatment.
Especially since it has to stand up to Eight Generation console visual fidelity. The improvement of the lightning engine may also require improvements to ship hulls.
