It does, in fact, matter. The bridge officer slot type must match the specialization.

That's right. They don't. They don't have the money to afford the equivalent of Star Trek stars/alumni to voice their characters. They don't have the budget to give them tons of new features, maps, enemies, or skills. They don't have the capacity to give the players anything even remotely the size of Delta Rising.
Sure DR isn't perfect, but you can't deny that it's a HUGE expansion. Something CO might never have.
On the plus side, everything else about the new training system seems to be fantastic, and a great improvement over what we have currently.
I wonder though, if the unlocks for the crafting manuals are based on captain skillpoints, does that mean it's possible to lose a crafting recipe if you respec your captain? That's what happens now if you respec; you lose the ability to train certain captain-only abilities if you move your skillpoints elsewhere.
I'm also terrified at the potential power-tray-scrambling implications this system may have when I want to change boff abilities and specializations on the fly...
Nitpicking is a time-honored tradition of science fiction. Asking your readers not to worry about the "little things" is like asking a dog not to sniff at people's crotches. If there's something that appears to violate natural laws, then you can expect someone's going to point it out. That's just the way things are.
I'm excited for this. We needed something like this. Making training BOFFs easier and giving them the ability to switch skill loadouts. And it also appears that BOFF abilities will be able to expand in the future as well. With the addition of Intel BOFFs, I was concerned about ever increasing specialist BOFFs. As far as I know, we're not getting an increase to our max number of BOFF slots, so this is one solution to that for sure. Now, all I can ask for concerning BOFFs is removing rarity, allowing trait customization, and giving them multiple costume slots.

I had no problem to find Captains willing to train my officers but I was disappointed with inability to transfer bound Boffs (and common Intel boffs from ESD vendor are bound) to fellow Captains for training.

I guess maybe there are people who might sit in the lobby and rant. But it would be abnormal and likely not taken seriously.
If every boff can hold lots of abilities that can easily be changed between missions, then obviously there is little need outside of roleplaying to have more than the minimal number of boffs to fill all stations. This means that Cryptic is going to lose money from boff slot sales, which implies that the new system is designed in a way to get at least this missing amount of money from the players (on average, obviously), and probably more because otherwise it wouldn't be worth their time to revamp the system.
In general, I like this change. The possibility of the further personalized your crew and ship is a plus to me. The only downside I have with it is the Dil being part of the cost. I wish they would get off that poor horse and go with something different.

i hope it doesn't cost more than it does right now to train a Boff at the boff trainer.
My takeaway from the blog post, possibly incorrect, is that you'll have the ability to craft training manuals for any of your character's trainable skills which tend to be the rank 3 ones. So instead of traiding around BOffs to have someone else train them in a skill, you now have the much simpler training manuals so that even bound BOffs can be trained.
They didn't specifically mention the current trainer NPCs that I saw: I could see those being phased out (not a good thing IMO) or turned into low level training manual vendors.

Basically, if you can train a level 3 tac skill for example you can now make the manual for it and use it or sell it. You won't be able to make a manual for GW3 if you can't train it. But you can buy it on the exchange instead of trying to find someone to train an unbound boff for you.
All in all it seems unnecessary to me but I guess it's a slight improvement. I can upgrade a GW2 to a GW3 on one character.

I take it you've never tried to train a Breen or Liberated Borg BO in a character trainable skill that your character can't train...
I do however, like (with my understanding) that all boffs can train all career powers..

At least they found the USB stick with the fix only recently. They need it after each season update or expansion anyway.
