If you don't know how to fix it (surely copying and pasting the discount code for the Plek Bresh and Sarr Theln would be a good start) then you'll need to bite the bullet and offer the Chel Grett for 40 photos as a limited time offer.
There was a thread in bug reports where one of the devs was testing a fix in house for the Chel Grett a week or two ago but it didn't make the weekly patch. It seems some people are also having problems with the Plesh Brek as well and Chel even though it is the first time claiming either ship. Been hoping to see a fix soon to, kinda scared to apply any pics in case something goes wrong and they go poof.
My bigger fear is that I attempt to get a ship, use up the Q-pics, it potentially doesn't work and THEN they come up with a fix after I've used up my resources.
I'm pretty tired of THAT game. This Winter Event has turned out to be...lackluster.
Finally got the Chel this year, after endless boring races though. Matter of taste i guess. Anyhow, I do have slotted a project on another alt and already put 40 pics inside, but its still asking me for another 960.
My bigger fear is that I attempt to get a ship, use up the Q-pics, it potentially doesn't work and THEN they come up with a fix after I've used up my resources.
Don't attempt to get the ship then; at least not until the last day of the event (what's the rush?)
If it doesn't work for me in two/three days, I'll just wait until the end, at least then I'll know not to waste resources.

Fixed that for you. While it must be an incredibly annoying bug that a lot of players have been hit with, it's not everyone regardless of when the Chel was first unlocked. And that sucks. I really hope it gets sorted for you guys.
If you've come to the forums to complain about the AFK system, it's known to be bugged at the moment.

the event rep is only active within the slot during the event, as far as I know
EDIT: and I'm told that the fix is on test, and has been player-tested and looks good, so if they push that, in theory, we are good

The option to start the event project will vanish around the time the event ends. So you have to start the project before the deadline.
If there is no fix during this winter event, in the worst case, your event rep has 3 bugged projects queued up until the next winter event.

I'm in the same boat, can't get the discount on the Raider, nor Cruiser. The only ship that's allowing for the discount is the Carrier, which ironically (for me) is the one I care least about.
They could just drop the item in my inventory so I can unbox the ship and then get the frigate pets. It should be trivially easy to do for a GM.
That will solve nothing.
Dev and prod must be separated things, you are mixing them and it is the perfect way to turn an issue into a problem. GMs, operators and other production staff must not have the rights or methods to patch or solve any developement failiure. There are zillions of logs to see any player action so the issue can be solved retrospectively, but this takes time, this time has an exponential reason with the lack of docs or the lack of understanding the documentatio in its original language.

Before F2P in this game if a glitch like that occurred a GM would have just dropped the item in your inventory. In SOE and Blizzard games that is still true that you put in a ticket, they confirm the error and drop the item in your inventory.

As I said that is not a solution. The problem persists and since it seems to be solved before arrives to devs, it turns into a "feature". When time passes, if the features are still there, the documentation and the ones that developed that piece of the program will be gone, and with millions of lines and only rookies at the consoles, it will never be solved, adding that problem to new ones and making the bug list almost unsolvable. In time the program will be unusable. I saw it and it's no pretty view.
How many players were before F2P? If this game went as popular as other non f2p do you think that would be enough GMs to spawn all the lost items?
What do we need a Chel Grett for, when there's the Sarr Theln Carrier, with it's awesome [scaled] fighters?
Because some of us want the Raiders for our Carrier, not the fighters.
There is no way to do this without the account discount. In order to unlock the Raiders for the Sarr Theln, the character must own both the Sarr Theln and the Plesh Brek Raider.
There is not enough time for one character to gain 2000 Photos before the event ends. The only way to get it is for the character to buy one ship for 1k and get the 2nd one for 40. Right now, it's not possible.
Honestly, I would be happy if they just changed it so that owning the Sarr Theln unlocks both the Fighter and Raider pets both. I have no interest in either of the T5 ships, I just want Raiders on my Carrier. I unlocked the Carrier on the character I want, but she can't get Raiders even though my other character unlocked it.
Personally, I think the restriction on buying pets is stupid. Owning the Tier 6 Carrier should unlock ALL Breen Pets for purchase. Making us own 2 ships just to get pets for the first one is stupid.
We should be ashamed of ourselves and our self-entitled sense that we should get the unlock for our efforts. We should all be flogged for wanting a bug fixed instead of waiting for next year!

This is starting to scare me, as the response is starting to look like it will be not happening in time. I understand that this week is Christmas, and next is New Year's, but it would be nice to have some sort of official statement on this.

or maybe its because of your offensive signature, if you were a developer working your TRIBBLE off and proud of your work wouldn't you be less motivated to fix bugs for ungrateful scum that play for free?
I play for free and i'm extremely pleased with the game, i desperately want the rest of the consoles so please show some respect towards the developers or at least stop mocking their work.

actually fighters have been nerfed again along with frigates. does only about 50% of damage they did pre-DR. sorry to burst your bubble.
