Read the novel "The Needs of the Many". Astonishingly good for a videogame tie-in, the story about how Data is brought back in B4's body is Star Trek at its finest - using SF trappings to address a complex moral question.
"Great War! / And I cannot take more! / Great tour! / I keep on marching on / I play the great score / There will be no encore / Great War! / The War to End All Wars"

As much as I find Shon irritating, and I do, I don't think there''s a good enough reason to bring Data into it, other than to make the Data fans squeal with delight..and, really, c'mon, that simply isn't worth it.
Besides, how would he fit into it now?
We've undergone war and near destruction on a massive scale about a thousand times and he's not been involved since he gave Shon the go ahead way back when.
I'd think fans of Star Trek of all people would appreciate some diversity. Guess having a pale colorless android as the flagship captain is more comfortable then.
or just having another human command Enterprise is more comfortable to them. IMHO Shon is a great captain and was the best choice to command F.

Even though he irritates me a bit with his fist-waving, I would actually tend to agree.
Out of the STO characters, he's the best choice. Blimey, it was either him or Kurland and I never want to see or hear him again.

Could you imagine that last run on the udine.
"this is kurland here, need help". "this is kurland here, making my run." "this is kurland here i'm on voyager".
It would of been more annoying than the Bortas captain constantly whining. Want to talk about a pathetic captain? The klingons ask a whiny female runt to be captain? Couldn't we get somebody with a tad more spine?

I have no issue with the character. But I think the devs overdid these lines during the spacewalk sequence of "Boldly They Rode".
It was enough to make me almost want to put my fist though the monitor.
They should've either voiced all his lines or none at all. Not that half-assed TRIBBLE.
