Because the Weapons Offline mode cannot be resisted, the temporary immunity conferred by Weapon Stabilizers shouldn't offset this console's updated properties.
I am almost to the point where if I get hit by another one of those I am going to ALT+F4. Sure, it is not very sporting, but neither are those Elachi lockbox consoles which disable all your subsystems and your bridge officer abilities for such a long period of time.

I don't get the weapons offline mode. It's not like you can do anything while inside the rupture anyway. Maybe it would have been better if there was a quick power loss over time in all ship's subsystems; and the longer you stay in the rupture, the more likely your entire ship will be disabled (probably not very easy to code). Also, the following abilities should work as part or full counter: polarize hull, science team, engineering team, aux to dampeners.
Looks like this console will now be used defensively, to allow yourself to get away in a pinch.
It was said in the Tribble thread that it's because the NPC's don't treat perception the same way as the player, I believe. So disabling weapons is basically the same thing as the black cloud.

The biggest change may be that resistences are actually counted now. Because they were not counted at all before, it was very difficult to see what 83.3% actually meant, or what 80.0% means now, because just the Borg Deflector put the effect at over 93% for everyone against anyone.
Everyone using the thing had bonuses for Graviton Generators, which was counted before as part of the effect. Now there is a resist component, but I'm not really sure how that plays yet. I highly doubt they removed the GG bonus, and it will be interesting to see if they accounted for the no-cap feature that apparently exists with GG bonuses, which is different than how Gravity Well works which I believe caps the total debuff.
Said another way, I still think that without a cap on the hold and a -80% debuff base, a few purple MK XII Grav Generators + Borg Deflector will still put a -99.9% speed buff on a target.
I would love to see the math on this one, because it looks like the effects of Inertial Dampners is going to be trivial if the attacker is stacked in Graviton Generators. Unless I'm missing something, one could have 200 points in Inertial Dampners and still suffer a 50% or higher speed debuff.
With that said, most Tactical in Escorts don't have really high Grav Generators, so for them the console (in theory) won't hit as hard as it will when used by a SCI with over 200 in GG.

Yeah, you nailed it basically. If I was a PVEr I'd be entitled to rant. This console just went from working nicely, to being completely useless to any good PVE player. I'm guessing the flight disable is ok, but it's not like NPC's were difficult to dispose of in the first place.

It's like there is some trigger in their heads that tells them to get some torches and hunt for PvPers everytime something changes in patch notes and they don't really understand these changes.
