    Sorry to say this, but what you're suggesting is not easily acheived, heck, it might even be close to unpossible.

    In the end, we have to accept, or atleast grudignly so in your case, that the devs or techs have the last say about downtimes.

    You might come up with suggestions offcourse, that's a captains preogative afterall :D.

    what you suggest is just to shove the problem onto someone else.

    If all players/customers have approx the same percentage of downtime than all players/customers are treated equal. With fixed downtime that is not the case.
