But otherwise feel free to explore the city if you would like. I’ll assign an ODST to you to help you from getting to lost.

Harper nods as ODST arrives at escorts Janeway who leaves to see the city as Harper heads back to work.

Janeway: well I’ll take anything that is close to coffee and any sort of hot sandwich if you have any.
Man: coming right up.
A moment later he is handed a large thermos like glass of a hot coffee like beverage and a wrapped sandwich. Janeway gives the man some credits as he takes it and sits down on a bench to eat and watch the people going by.
Meanwhile at fleetcomm
Harper: doctor how much and how illegal are we talking about.
Halsey: you know as well as I do that price isn’t going to be an issue admiral. For your moral conscience sake the less you know the better.
Harper: doctor the original spartan program was controversial enough. What you are proposing here is

Meanwhile aboard his ship in orbit of New Reach. Kovu walks through the din lit halls of the ship as fires burn dimly as it would be the night cycle at home. He walks into a large chamber where he activated the holo display looking at the names of those that where killed in the battle.
Kovu: we honor the fallen with the sacred light. May they never be forgotten.
He speaks quietly as he takes the whole night to read every name as he prepares in their way to honor those lost before tomorrow’s memorial.

Harper leaves fleetcomm as the sun starts to set. He buttons up a jacket as he awaits his ODST to arrive with his warthog.

A short time later they arrive at the mountain where the memorial is. There is a large UNSC emblem in the middle with the names of those lost on a holo display. On the sides of it are other emblems from the others involved in the battle with the names of their lost as well.
Harper walks up to them and stands there a moment in front of the flame burning in front of each one. As he stands there Carter walks up to him.
Harper: well I’m surprised your here at all let alone in person.
Carter: my agents have the area secured and you and your ODST are of course marked safe by my men.
Harper: so good to know. What are you doing here?
Carter: I came to respect those that we lost. I didn’t think I would be very welcomed at the memorial.
Harper: on the contrary. I would like you to come.
Carter: really. I must say I’m surprised.
Harper: why ONI is a part of the UNSC and the navy. We have operated against and behind each other long enough. I know I don’t expect you to tell us everything your doing but we need to be able to work together and more openly. We don’t have the resources not to.
Carter: very well. In that spirit I should tell you I am for and going to support Dr.Halseys plan.
Harper: I knew you would. I plan on giving her fleetcomms ok as well. But I’m not doing it hastily. I still think it is a bad idea but we need all we can get.
Carter: then I also want to be honest on one other thing with you.
Harper: alright what is that.
Carter: I have teams working on combining undine tech with our own from wreckage recovered from the battle.
Harper: I figured as much. Well I appreciate you telling me.
The two men stand there for a short while longer as the wind blows.

Harper is awake already as he watched the sun come up. It’s a cool morning as he takes his coffee and steps outside. His ODST is waiting for him in cleaned and shined armor as Harper himself is in his dress uniform.
ODST: sir
Harper: morning. Let’s get a start to the day shall we. Just take me straight to where the memorial will be held at.
ODST: aye sir.
The two get in the warthog as the ODST drives him to the destination. When they arrive there are a few people finishing set up as Harper takes a seat to read over his padd again before more people start to show up. He sets his coffee down as he reads over his padd and a moment later Strauss arrives and sits down next to him.
Strauss: making sure your speech is perfect I see.
Harper let’s out a light chuckle.
Harper: I’ve never been good at things like this. These events stress me out more then combat does.
Strauss: that’s why I’m glad you have to do it and not me. You will do fine. I have confidence in you.
Harper: that makes it all better then now.
The two share a laugh as Strauss gets up
Strauss: well I am going to take another look over security and I’ll see you before the memorial starts.
Harper nods as he is left alone again.

As the memorial time nears and is about to start Harper starts making his way towards the podium. Strauss is already there. While the majority their are UNSC there are others from all over there as well. The higher ranking officers present from other powers have seats reserved near the front. In front of the podium stands a line of honor guard.
Harper: well I guess it’s time to do this.
He sighs as he makes his way towards the front but stopping to speak with the other high ranking officers from the other powers first.

*R.S.S. Columbia, Mila's Quarters. Mila is sparring with the training hologram before taking a break. She sits on the sofa, picking up a family portrait sitting on her coffee table. She finds her eyes drawn to Cassi, remembering the time they spent together as kids. Her grip tightens as the anger builds in her, before she tosses the photo down and covers her face, wiping her eyes.*

After a short time Harper walks up to the podium as it starts. Up above a formation of long sword fighters fly over
Harper: I want to by saying thank you for those who have come today. As you all know we are coming out of a very destructive war and battle. I want to say thank you to the ones who have come and aided in a very dark hour. Now we must look forward towards the future. For us the war is over the storm is passed. But let us not forget those who charged into the howling dark and did not return. For their sacrifices required courage beyond measure. The knowledge that their fight our fight was not in vain. To remember them no matter where they are from this hillside will serve as a memorial and remain barren as we rebuild. As we go forward we will rebuild and become stronger. These losses will not deter us or our future generations. We will become stronger from this and grow closer to our allies. The sacrifice of all those who fought will not be forgotten.
He stops for a moment as the memorials are revealed. With the UNSC emblem in the center and the others on either side with the names of all those killed that scroll down and have a flame in front of each one.
Harper: we may have been hurt and injured but we will recover. We will mourn our losses then push onward as we must. But we will not do so alone! To our allies I say this we stand with you to bring an era of prosperity to the galaxy. To any that threaten us or our allies I say this you will see our resolve. This won’t stop us and nothing will break our resolve to be the best we can possibly be. Axios!
The UNSC armed forces personnel there all tell in unison

Xanatos: it does look like they have locked down the area of the battle. So I’ll need you to keep supplying any wreckage you can.
