Nope, all playable borg get is implant options.
The exoplating is something exclusive to the Amazon BOff.
On the other hand the Borg are not disabled, since their nanoprobes are capable of healing most injuries
Any drone beyond healing/repairing is terminated.
So I am assuming if you roll a playable borg, your nanoprobes will be able to fix a simple spine injury and enable the player to walk?

I wasnt looking for a reason as to why my toon can walk, I'm perfectly able to "make that up" myself, I just wanted a wheel/hover chair for non-combat situations.
I've been getting really upset by the lack of disabled people within STO, I mean I have to use a wheel chair in real life, I'd like to be able to use one in the game too. Capt Pike had one, so its certainly cannon, any chance this could be added?
On the one hand: It'd be lovely to have the option; just for style if nothing else. Although it would require more animation work to fire weapons from a seated position.
On the other hand... remember in the TNG and after era, medical technology is at a ridiculously high level - to where if you get shot it can literally be 'healed' in a matter of minutes or hours with the right device. You can imagine any sort of serious injury that would cause someone to be a paraplegic or quadriplegic today would be no barrier in Star Trek. They'd have you up and walking around in no time.
Likewise, if I'm remembering right* - birth defects are treated via genetic engineering. You aren't supposed to use genetic engineering to enhance someone's abilities, but you can use it to say - prevent Down's syndrom, or repair a malformed spinal column.
So... while it would be nice, I'm not sure it'd actually be necessary except as a temporary measure for the badly injured during recovery, and for the very, very old. (I think what... Dr. McCoy in TNG was ~110? Something like that? I remember he was very, very frail looking, but it's been ages since I saw that episode.)
Not saying it's a bad idea, but I'm not sure it's one that actually makes sense.
