I think you need to read more into those patch notes...
There are many things already present, like new KDF effects for scanning, updated Qo'nos map, Gorn updates, Disruptor Turrets, access to ALL sector blocks with the exception to Sirius and more. Salami also pointed out that they 'have a little something in mind' in response to my post hoping that they'll get new patrols, or something along those lines to have a reason to visit those sectors other than Foundry plugins.
I think you need to read more into those patch notes...

No New Mission, No new ships. No new content. Those thing you list are main bug fixes. That not what we told to expect. We told they would be address the grind with leveling. I see nothing address that in the patch notes and Consider we told more then half the staff was working on KDF. I frankly expect to see something then some minor Effect issue that should been fix month ago. Open sectors with nothing in those NOTHING.
Heck I do even seen any mention of Klingon begin able to Get Deep Space encounter Missions.

Sorry but when I am told by Excutive producer that there comitted to fixing the klingons and more then 50% of the staff is working on for season 4. And that all the klingons update in 4 long post worth of patch notes. There something not adding up. Either there more klingons stuff to come. Or cryptic has a different idea what klingons need.
Ie I see Zero new missions list there. No New ships and No new outfit for Klingons. The federation of course get a bunch again.

It may not be quite the patch that we were expecting, but just having the rest of the galaxy (sans Sirius block) open to us is a great start. Not to mention the Qo'nos revamp. And hopefully this is just the tip of the iceberg. Don't forget the Duty Officer system is going to be faction agnostic, too.
Now, if Starfleet will let us borrow their skirt tech and I'll be satiated for the short term. And maybe a couple more costume options.

Will there be another build. I guess so, but I have no clue. Consider we been told stuff and then not deleivered for klingons until month later. I wait till I see it.
Right know I say this season looks to be another Season 2 for the klingons. With more then half missing. But maybe there holding back till the last minute to supirse us. But I am not getting my hopes up. that why when Season 4 release I can enjoy what little we get and be glad we got something. As I will have work thru my disappoint by then.
Bottom line this is not the first time that Klingon faction got the short end of straw. It seems to be Cryptic MO. Every since Jack interview in 2008. Where I first got my hope up of enjoying to play a klingon warrior. Something I am still waiting to do. For know I guess I need to settle for my Federation Klingon.
Beside it seems that update on tribble is begin rolled back due to issue. So I have to wait to see what in there.

Because I rather be disappoint know and enjoy season 4 when it launch. There are many good things in the game. While I do want full Klingon experience I also like play the federation.
And if they release other faction I like play them as well.
For as long as I remember I been a Star Trek Fan. But since TNG and worf I been a Klingon fan as well.
OK I do not speak Klingon, but then between English and German that enough for some with dyslexia to master.
I follow this game since before cryptic got the IP. I was glad when Cryptic save the game. I use to play City of Heroes. In fact that was my first MMO.
So I was know with the type game they could put out and there dedication.
I mean what better game for a Star Trek Fan who loves the klingons but not a fan of PVP.
But here we are 500 days after launch and klingons are still not what we told they be. Know I understand there was likely a need to get the game out the door. I know when I first did the beta test, I felt the game was no ready for launch. I also understand there a good possibility that had the game not ship when it did in state it was there might well not be a STO today.
I been willing to wait and give them time. But when they start talking about launch a third faction while klingon are still in the shape they where back then, which no improvements since then. Last we heard they want to launch in Sept of this year. That three month away.
Before they go on to another faction leaving the Klingon hurt even more I want them to Delivered what was promised in that interview. Full PVE Content.
Personal I think wait a year to fix it was giving them more then enough time.

As I pointed out, they DO have plans for this. I think you're jumping the gun here on labeling missions 'boring' when we know nothing about them at this point.

I don't see them either, but I don't see any of that for the Federation either, and that doesn't mean they aren't coming. This is the very first S4 build that we can test, not the final product. We were told that the team would be jumping all over new content once most of the core work on Season 4 code was completed (May 27th, from what Stahl said awhile back). We probably won't see everything we want with 4.0, but as you know, the season isn't over until the next one arrives.
When I take a look at those patch notes, I see quite a few things that KDF players have been asking for, and I'm excited to see them in game after all this time. Regardless of whether or not it's all that you wanted, it's still a big step in the right direction, and an indication that the team IS working on resolving the KDF's issues.
KDF is a primarily PVP faction. it was always envisioned this way, and that's why so little PVE content exists for the KDF. Cryptic is starting to learn that KDF needs more PVE, which is good.. but the ground combat revamp opens up the possibility that "more people will want to play Ground PVP"
From a Federation perspective with our bright white luxury liners that steer like a cow, fighting a space battle on uneven ground against a team of invisible enemies isn't very fun. They appear in our weak zone, and by the time we get turned around to bring our main weapons to bear, they vanish and another wolf appears in our weak zone. The combat in PVP is vastly different (and harder) than in PVE, Fed missions don't prepare you for fighting with a chohesive team dynamic, and the feds have plenty of PVE they can go play if they want to, and when PVP turns out to be obnoxiously hard for a PUG, we don't want to... so the Klingons suffer.
But on the ground, away from those super-agile, cloaked predator ships, "the odds will be even". And if Ground combat can be made more enjoyable for everyone, then the chances go up dramatically that more KDF and FED players will be interested in playing PVP on the ground.
As a fed player since beta, I can say that I've never once enjoyed a PVP game in space vs Klingons (winning or losing). But ground PVP was fun and exciting even when we lost.

1) The new tutorial WASN'T "KDF only" so it was postponed (not scrapped) for both Factions.
2) The Doff system again is for BOTH factions, so technically it's not being tested as yet for EITHER faction.

Yes, you still need to make a Fed and run the 4 maps that make up tjhe tutorial; but as soon as you transport to ESD; you can log out; delete the FED character and start up on Q'Nos. (Link)

Based on may engineer report that it still in devlopment. I find it highly unlike it be here for shipping of season 4. Considering they had time to remaster 2 federation missions. Yet no time to do a single Klingon mission. Yet more then 50% of the team work on klingons. so where the klingon mission?

Yes and he also said in Season 4 we be able to make a Klingon without making a federation. He also said in your post

Check out this thread. It'll tell you exactly what the Klingons were promised. PvP was intended originally to be on equal terms with the Federation. The whole PvP-centric TRIBBLE was an excuse to launch the game half finished.

The way the last 3 seasons went with their patches and time on Tribble, I'd say that's highly unlikely. But I could be wrong.

There ZERO PVE mission in the current tribble notes per the patch notes. I do not care about stuff that we told we going to get because frankly cryptic track record with promise and the Klingon side is horrible.
Take starting your own Klingon with a federation character. It been scrapped. So until I see these new magical "the KDF dailies (sorme that are story missions)" I not counting them. You know not counting your chickens before they hatches. Because I count begin able to create a Klingon without doing a federation character as something we be able to do with season 4 launch. I count on getting a full PVE content Klingon Faction at launch. The first will not happen and the other has not happen and 500 days later we not any closer.
How do STF help you level?
Based on what I seen today after 500 days of launch. Yes it fair to say the scrapped KDF PVE development. Consider we told we have a full PVE content for launch. Yet 500 day later we still waiting. Maybe you happy with this pace. I am not. They manged to make the game and launch in 2 years. Yet in the additional year since then they still not managed to get the full klingon PVE content into the game.
Because the Klingon faction has never been that important to them. That what there current track record is saying.
If it something for the Klingons it has a high likely hood of getting postpone, delay or scrapped.
I mean they had the time to raise the level cap allready but not time to work on fixing the probelms with the klingons? They got time to talk about launch a third faction but not time to work on fix the one the release in sorry state?
I mean Dstahlt did say he hoped to have the romulans in the game by Sept 2010. That 3 month away. WIth no word that that been pushed back. In fact
Since we promised that Klingons will be complete before they start an new faction that those not leave a lot of time to release the Klingon content. Consider they need to always work on the Romulans.
As for shared content that fine, as long as there a core faction only content that bug free and enjoyable. That not the case with the Klingon mission we have.

I can not start a klingon and level to LTGen1 without repeat the same mission over and over again.
I have no ship customization until the rank of captain and no real outfit choices. Not to mention there still no mek'leth or dagger in the game. Both the later two are core Klingon items.
Heck there not even an option to have a dagger appear on your uniform.
Then there the eye patch, only able to be on one eye. There also a lot uniform items NPC klingons have that are not option in game. Same with the Mek'leth it in game, but Klingon players can not use one.

Ok, I have been reading for a while and honestly mate, I am sick of you. The simple fact of the matter is cryptic dropped the ball and it rolled under the couch, they don't care and they aren't going to go get it. The primary reason they keep their sub numbers secret is that they don't have 1 million subs. Have never had 1 million subs. And aren't generating that kind of cash.
I'd think they're somewhere around 20k paying subscribers in terms of cash generated each month. Plus C-Store.
But most of that would have been tied up into paying for other things due to corporate structure, and the way they use one game's revenue to help pay for new games in development (in this case Neverwinter).
If STO only has 20 thousand people playing they need to just scrap it and move on, that would make them the lowest populated MMO out, even EQ has more than 20 thousand people playing it (or at least paying for their accounts)

For as long as I remember I been a Star Trek Fan. But since TNG and worf I been a Klingon fan as well.

I follow this game since before cryptic got the IP. I was glad when Cryptic save the game. I use to play City of Heroes. In fact that was my first MMO.
So I was know with the type game they could put out and there dedication.

But here we are 500 days after launch and klingons are still not what we told they be. Know I understand there was likely a need to get the game out the door. I know when I first did the beta test, I felt the game was no ready for launch. I also understand there a good possibility that had the game not ship when it did in state it was there might well not be a STO today.
I been willing to wait and give them time. But when they start talking about launch a third faction while klingon are still in the shape they where back then, which no improvements since then. Last we heard they want to launch in Sept of this year. That three month away.
Before they go on to another faction leaving the Klingon hurt even more I want them to Delivered what was promised in that interview. Full PVE Content.
Personal I think wait a year to fix it was giving them more then enough time.
I agree that it should have been in to begin with, but the important thing is that it IS getting fixed now. That's new, and I appreciate that it's getting the attention it deserves. I'm excited about that.
As I pointed out, they DO have plans for this. I think you're jumping the gun here on labeling missions 'boring' when we know nothing about them at this point.
I don't see them either, but I don't see any of that for the Federation either, and that doesn't mean they aren't coming. This is the very first S4 build that we can test, not the final product. We were told that the team would be jumping all over new content once most of the core work on Season 4 code was completed (May 27th, from what Stahl said awhile back). We probably won't see everything we want with 4.0, but as you know, the season isn't over until the next one arrives.
When I take a look at those patch notes, I see quite a few things that KDF players have been asking for, and I'm excited to see them in game after all this time. Regardless of whether or not it's all that you wanted, it's still a big step in the right direction, and an indication that the team IS working on resolving the KDF's issues.
From a Federation perspective with our bright white luxury liners that steer like a cow, fighting a space battle on uneven ground against a team of invisible enemies isn't very fun. They appear in our weak zone, and by the time we get turned around to bring our main weapons to bear, they vanish and another wolf appears in our weak zone. The combat in PVP is vastly different (and harder) than in PVE, Fed missions don't prepare you for fighting with a chohesive team dynamic, and the feds have plenty of PVE they can go play if they want to, and when PVP turns out to be obnoxiously hard for a PUG, we don't want to... so the Klingons suffer.
But on the ground, away from those super-agile, cloaked predator ships, "the odds will be even". And if Ground combat can be made more enjoyable for everyone, then the chances go up dramatically that more KDF and FED players will be interested in playing PVP on the ground.
As a fed player since beta, I can say that I've never once enjoyed a PVP game in space vs Klingons (winning or losing). But ground PVP was fun and exciting even when we lost.

1) The new tutorial WASN'T "KDF only" so it was postponed (not scrapped) for both Factions.
2) The Doff system again is for BOTH factions, so technically it's not being tested as yet for EITHER faction.
3) How do you figure re-leved KDF conent is "not coming anytime soon" since this is the first Tribble candidate; and Season 4 is still scheduled to go live in a month or so? Is a month that long to wait (oh, and I thought you hated this idea anyway?)
4) As for 'starting a KDF character as your first toon' - DStahl has stated the plan is to allow a player a KDF character as soon as a FED character completes the current FED tutorial. Yes, you still need to make a Fed and run the 4 maps that make up tjhe tutorial; but as soon as you transport to ESD; you can log out; delete the FED character and start up on Q'Nos. (Link)

I look at it this way. The Klingons are still no where close to where the federation was at launch. 500 Days ago. Maybe your willing to wait another 500 or 1000 days. And as for KDF PvE content, yes, you're right after 500+ days the KDF have ZERO PvE missions...oh, wait...
(And yes, I realize you're meaning "Two equal factions"; but with 8 story missions, Exploration Sector PvE missions for the KDF; the KDF dailies (sorme that are story missions); the Fleet Actions (and the KDF is getting a new one in Season 4); the STFs; and the 15 missions across three FE series - and soon to be more FE series on the way that KDF players can continue to do; I don't think you can say that they have scrapped PvE development for the KDF. Again, for the claim 'faction neutral content doesn't count' if you applied that standard to any other MMO - outside of the various character starting zones, most MMOs faction content would be condsidered bare.)
Check out this thread. It'll tell you exactly what the Klingons were promised. PvP was intended originally to be on equal terms with the Federation. The whole PvP-centric TRIBBLE was an excuse to launch the game half finished.
The way the last 3 seasons went with their patches and time on Tribble, I'd say that's highly unlikely. But I could be wrong.
There ZERO PVE mission in the current tribble notes per the patch notes. I do not care about stuff that we told we going to get because frankly cryptic track record with promise and the Klingon side is horrible.
Take starting your own Klingon with a federation character. It been scrapped. So until I see these new magical "the KDF dailies (sorme that are story missions)" I not counting them. You know not counting your chickens before they hatches. Because I count begin able to create a Klingon without doing a federation character as something we be able to do with season 4 launch. I count on getting a full PVE content Klingon Faction at launch. The first will not happen and the other has not happen and 500 days later we not any closer.
How do STF help you level?
Based on what I seen today after 500 days of launch. Yes it fair to say the scrapped KDF PVE development. Consider we told we have a full PVE content for launch. Yet 500 day later we still waiting. Maybe you happy with this pace. I am not. They manged to make the game and launch in 2 years. Yet in the additional year since then they still not managed to get the full klingon PVE content into the game.
Because the Klingon faction has never been that important to them. That what there current track record is saying.
If it something for the Klingons it has a high likely hood of getting postpone, delay or scrapped.
I mean they had the time to raise the level cap allready but not time to work on fixing the probelms with the klingons? They got time to talk about launch a third faction but not time to work on fix the one the release in sorry state?

Since we promised that Klingons will be complete before they start an new faction that those not leave a lot of time to release the Klingon content. Consider they need to always work on the Romulans.
As for shared content that fine, as long as there a core faction only content that bug free and enjoyable. That not the case with the Klingon mission we have.

I can not start a klingon and level to LTGen1 without repeat the same mission over and over again.
I have no ship customization until the rank of captain and no real outfit choices. Not to mention there still no mek'leth or dagger in the game. Both the later two are core Klingon items.
Heck there not even an option to have a dagger appear on your uniform.
Then there the eye patch, only able to be on one eye. There also a lot uniform items NPC klingons have that are not option in game. Same with the Mek'leth it in game, but Klingon players can not use one.

The simple fact of the matter is cryptic dropped the ball and it rolled under the couch, they don't care and they aren't going to go get it. Klingons got the short end of the stick. without new content STO will be dead by the end of next year if not sooner, there is NO excuse for either faction being ignored this way, 15 dollars a month times 1 million people....that's right kids, 15 million dollars A MONTH, they can't hire more designers? hire some of the people making foundry stuff! they do better work than the people cryptic has on the payroll anyway! I'd think they're somewhere around 20k paying subscribers in terms of cash generated each month. Plus C-Store.
But most of that would have been tied up into paying for other things due to corporate structure, and the way they use one game's revenue to help pay for new games in development (in this case Neverwinter).
But that's just me guessing.
