The achievement required is to have completed your first quest (hello World!). I had trouble getting the thunder fashion items at first also (required achievement not met) but I messed around in the achievement section of core connect and eventually it became available to me.

You don't need to use the hasted/accelerated speed, you can use it when you have extra chi stones or if you are really in a hurry. I chose sage for my cleric, mainly for the extra damage on plume shot, as its one of the skills I use the most (darn increase magic resist mobs b:chuckle) and for the extra magick attack metal mastery offers (vs. the 2% crit demon version).
