Yes, +12 is better than +11. Whether it's worth spending 150 gold on, we can't really answer unless you link an up to date mypers calc showing your current gears, refines, cards, engraves etc, which takes around 5mins to set up from scratch.

Check that you aren't deinterlacing. That's usually what causes the motion blur effect, which isn't as apparent from your rendering file due to the higher quality but becomes more apparent when the bitrate is reduced after uploading.
