Because having 200 venos in a guild is not something anyone wants. Without that restriction, large guilds would probably have about 25% of the people there as veno. Yes, this is a huge bug. All damage should be reduced by 75% in pvp, not just players.

There are also weekly events (level restricted) that feature PvP. Right now, the only one that is active (to my knowledge) is the Dragon Temple, an underwater PvP instance- Supposedly the arena and a few others will (hopefully) be activated at some point.

I've never played a veno, but before introduction of herc/phoenix, a lot of my veno friends used the shaodu(sp?) cub to tank magical mobs, the kowlin to pull fast moving mobs, or the golem to tank phys mobs. So I guess I (hopefully) helped you out with 2 suggestions, as it is obvious from your post you don't like golems.

There is no quota on turning in card sets for quest rewards. The only quota is how many of the lower level cards you can get (7 random color cards per day, the full set of wish cards once per day)

If you are on Lost City, you may want to start now. If you are on a PvE server, wait until 60/70+. (whenever you plan on getting into serious PvP TWs/you want to go white named, and you have the cash to drop on a new set of armor that will last you more than a week)
