Opened my share of lockboxes and never got a >5 enchantment. So if it doesn't happen often enough, and considering the cost of keys, this is a non-solution.

Well, no, because in the books each pact has their own set of encounters, daily and utility powers from which to choose, which complement each other either in synergy/strategy or in theme. It's a possibility, sure. I imagine that having such a large pool of powers to choose from, they will build a smaller pool combining every pact. I don't think all the start pact ones will make it though. Flavor wise, it seems that they will favour the more stereotypical Infernal pact. Can't wait to play it though :)
The hidden code in the Emporium Lockbox post was less evident and thus a step forward for these code giveaways. Still, I'm about ready to quit my dayjob and sit in front of my desktop computer all day to be able to get one. I don't see where you get that this is retroactive. From the text what I understand is that it's for the people who buy zen for the first time starting now with the promotion (or it doesn't even explain when).
