that depends on how they implement it. If I'm forced to queue up in the player made PvP content... I will be a sad panda. PvE stuff is all good and dandy.

i wouldn't let Players make PvP arenas. or only for the Community which earned the "Dungeon Master" title, since they are trusted in making quality maps. PvP balance is not just about the skills...

the increase is fair. Previous: 150.000 vs 750.000 - Difference: 600.000 Now: 600.000 vs 2.000.000 - Difference: 1.400.000 The difference stayed almost the same (2x). I don't see any problem. also this:

No. it shouldn't. Friends want to play together? get friends to fill out a group to max. small pre-mades+randoms vs a full PUG is pretty much decided even before start.
