You don't say what your OS is is it Window XP 7 8 or what? Is it 64bit or 32bit versions? As they all use different amounts of RAM
You have closed all other programs? It is possible that most of your RAM is being used by the OS.
Type /showfps 1 to see your FPS the first number your frame rate.
Type /netgraph to see your ping and other network stuff.
If fps is low then that means your PC stuggling to produce the graphics, try changing the display settings including the troubleshooting DiretX version etc.
If its your Ping then your only option is moving or praying that PW opens a new server nearer to you.

What settings are you trying to run at? What resolution? Your just barely above minimum specs, so you're going to have to turn settings way down.

You should be able to run the computer at 1280 by 1024, you wont be able to run at a higher resolution than that with that low of a computer. The other thing is your CPU and ram hold you back by a lot, not so much your video card, you will have serious issues any time you are in a crowded area because of the CPU and ram are capping your performance not the video card as much. I mean you are at the bare minimum on CPU and that is going to hurt you a lot. The thing is you could probably spend 60 dollars and double your performance by dropping in 4gb of ram and a decent used processor.

I don't want to hijack your Topic. But: http://nw-forum.perfectworld.com/showthread.php?93621-Feedback-System-Requirements-Needs-Optimalization&p=1388721#post1388721
I also have a similar PC as you. A slightly better, and i have very Bad FPS too.
As if the System Req is not true at all. But i really hope it's cause of being Beta.
