Create a tool set to let Foundry creators make PvP areas, including the ability to create games other than the current node focused PvP. Then ignore PvP and let the community figure it out. Bam, Bob's your uncle.
After that, the dev's can focus on the PvE experience, enhancing dungeons, making new content etc.
Also, the assertion that devs are ignoring PvP feedback is kind of absurd, it's more likely that the amount of feedback isn't enough, the outcry from the community simply isn't as large as you would like to believe. Maybe it isn't as important to the community as a whole as some people think.
Some great ideas here so far. Really a fan of a ranking system and the foundry idea. This is what the thread was for.

Constructive ideas for getting the Foundry involved:
-Let foundry authors create 5v5 "deathmatch" match maps. There would be no fancy triggers and minimal opportunity for the abuse of mechanics. It would be all about creative terrain design and would add much needed variety.
-Add a PVP tab to the Foundry where you can see what maps people are queuing for, and allow any map to be queued for.
-No rewards for Foundry PVP. Remove the possibility of abuse. Real PVPers do not care about farming gear or glory points, they want to click buttons
Constructive thoughts about dueling/1v1's
-Make a small zone with a tavern, an alley, and some cool terrain to jump around on. Create a quest where you must fight another player until one of you reaches the near death state (both players have to accept a prompt or something). Pop one of those healers like from gg at the campfire to remove sickness, and you have dueling in Neverwinter.
***The game does not need to be "balanced for 1v1" but having a chance to put different classes against each other would help players recognize their strengths and weaknesses. Also, it would be a really fun way to meet other players and learn from them.

Also to the top pvp guilds: Introduce this thread to your members and friends in the pvp community. With enough light shed on this topic it is bound to be noticed. Less flame and more up votes on the main topic "pvp content/class tweaks"
MOD 3 - Has already been stated to have PvP upgrades. So in 3 months we'll get tossed a bone.
If this is true then now is deffo the right time to start making suggestions for the developers , if we suggest things early enough then maybe the popular ideas could be added in Module 3?

Devs better add some new pvp content before other games like Wildstar and ESO come out or this game will die faster than pugs leave pvp matches.
Well mod 3 should come out before then. Hopefully the rumors are true about the pvp patch

I definitely would like to see a Capture the Flag mode with a nice flow path with splits, joins, and a need for teamwork such as a 2 person bridge control or castle door. Hotenow has a decent circular flow path, but we can do better than that as well. Also, having roles for build types is lots of fun. For instance, GWF flag stealer, GF as flag stealer escort, HR and TR as flag retrievers, CW and DC as flag defenders, and obviously characters can do other roles too but no class would be without a role ... that is the important part. DC's could heal without being punching bags and CW's could focus more on controls and attacks and less on constantly back peddling or jousting mele.

Capture the flag, deathmatch and duels would be awesome. Personally I don't care if they reuse the same maps or put new modes in a featureless box.
What with team imbalances and quitters, it is rare that I find a good match in pvp these days without trying to time a queue to play in-house premades. Maybe 1 in 5 pug matches are competitive, the rest of the time can only hope for 1v1s, an enemy bot to play with, or idle conversation. Thus we have created our own paths for some of the features we want (premade queue/selection, duels) but official paths would be so much cleaner (no misqueues, no duels hijacked etc) and more trafficked. Please?

So if you are a top end player try and only duo queue with friends. I actually have a lot more fun duo queue vs full teams even if I run into another guilds premade.
We do the same, 5v5 in house GvG. It's the only competitive pvp we have atm.

True, but that is easily fixed. In many games you are slightly slowed while carrying the Flag and it eliminates things like immunity to damage (but not immunity to controls). If someone goes stealth or immune they automatically drop the Flag and cannot pick it up while stealth/invis. The movement speed is capped at 90% of normal walk speed while carrying the Flag to make it harder to get away with the Flag and easier to catch. Those speed boost skills of the GWF and TR would come in handy on flag retrieval. These are simple and basic rules for many CTF games.

No, the other team wasn't some elite PVP guild or anything, but the match was still extremely entertaining and competitive (the main point). Even if you don't win, you'll learn a great a deal just from the experience.

Needed:
1) Ranking System
2) GG would be awesome - Guild vs Guild (see what I did there) - without the normal rewards.
3) No Deathmatch until people learn to play together though... CTF would be nice... or Objectives.
4) Different gear modes
a) PVP with no enchants ( or a choice of 3 from a list of perfects)
b) PVP ranked by GS (no pre-mades allowed)
c) PVP normal PUG (no pre-mades allowed)
d) PVP normal ranked (pre-mades required)
e) PVP challenge mode (pre-made hosted matches)
I also want a horde mode for good loot (Ranked) - Think skirmish on crack...

Implement some kind of GS match making system. Then noobs with 8k GS won't get matched against players with 15k GS.
