Ok, I've managed to find a work around - the only way I could render the rubble targetable was to vent/activate theta radiation console on it. I'm suspecting any dumb-fire weapon/ability would do the same. Still bugged if you can't trigger the rubble being able to be targeted though!
I think there's a bit of ambiguity in the build - you can optimise your damage further based on your piloting style - for example if you prefer keeping your targets in your forward arc you could make the switch to DBBs on your fore weapons.
