No one is saying that there isn't. However, any reasonable person ought to be okay with receiving lessened rewards if they have to leave the keyboard for a significant amount of time. If they feel otherwise, we're going to have to bring out the 'E' word again.

It's really not so much a matter of belief as a matter of fact. By continuing to patronize his store, you were helping him stay in business and helping him cheat other customers. You're clear in the legal sense, but ethically? You're in no position to be throwing stones.

Have you seen this post? http://sto-forum.perfectworld.com/showthread.php?p=9293391#post9293391 It doesn't come out and say it, but it sure looks like it's per character. (Because the ability to reclaim only after all 4 are dismissed makes it look like you can claim it repeatedly, but the DOFFs are unique.)

This is not true though. If a fleet can't field full pre-made teams, they will acquire whatever widgets they need to advance more slowly, as they are at the mercy of PuGs. In some cases this is a many-fold increase in the number of man-hours needed to progress.
